“No apology for Black July riots,” accuses senior Tamil leader

A senior Tamil leader from the North has accused the political leaders from the south of not even tendering an apology for the deadly Black July pogrom of 1983, which was perpetuated with government support. The Sinhala rioters who went berserk killed hundreds of Tamil people in the capital Colombo and other parts of the country.

53 political prisoners at the notorious Welikada jail were massacred. The Black July riots of 1983 were a watershed moment that polarized the already divided country on ethnic lines.

“Even as we are facing a Presidential election, candidates who keep on coming to the north and east to campaign neither express regret nor offer an apology to the Tamil people even after four decades. None have provided any compensation or other assistance to those affected,” said Suresh Premachandran, former Jaffna District MP and leader of the EPRLF at a meeting in Jaffna recently.

The former spokesperson of the erstwhile Tamil National Alliance was speaking at an event in Jaffna recently to remember Tamils who were massacred at the Welikada Jail during the Black July riots in 1983 and in the Bindunuwewa rehabilitation camp and other detention facilities in Sri Lanka.

Families of those killed, religious leaders, politicians, and civil society activists participated in the remembrance event held at the Thanthai Chelva Memorial Hall.

Suresh Premachandran accused successive governments of branding all those Tamils who were killed as ‘terrorists’. Adding further the leader of the Eelam People’s Revolutionary Liberation Front (EPRLF) said there is a need to pass on the struggle for the rights of the Tamil people to the future generations.

“The governments of this country looked upon all the Tamils who have been killed as terrorists and that’s the reason we lost thousands of people in the struggle. Apart from that thousands more were killed by the Army and the Navy. So, for people like me who escaped death, remembering those who have been killed is needed to take forward the struggle of the people who fought for their rights for the coming generations”.

Presidential candidate Wijeyadasa Rajapakshe, Minister for Justice, Prisons Affairs, and Constitutional Reforms offered a brief apology from the Tamil people for the Black July riots that happened 41 years back. Following his statement on the 23rd of July in Colombo, he later announced his candidature on July 29, 2024.

The remembrance event in Jaffna was attended by the leader of the Tamil National Green Movement and former minister of the Northern Province Ponnuthurai Ayngaranesan, Dean of Arts faculty Sivasubramaniam Raguram, leader of the Ilankai Tamil Arasu Katchi Maavai Senathiraja, families of those killed during the riots, released political prisoners, and University students participated in the remembrance event.

Political parties including TELO, EPRLF, PLOTE, the Crusaders for Democracy Party, and the Tamil National Party that formed the Democratic Tamil National Alliance also participated in the event to remember those killed in the Black July riots.

At a similar event jointly organized by the Jaffna Traders Association and Civil Service Organizations to recall the killing of Tamil people in the Black July riots saw the participation of religious and political leaders and social activists.

25-27 July 1983

During the 1983 Black July massacres 53 Tamil political prisoners under remand in the Welikada jail, including the leader of the Tamil Eelam Liberation Organization were hacked to death in their cells by the Sinhala prisoners detained there with the complete support of the security guards and prison officials.

When the bodies of the 35 killed on the 25th of July 1983 including TELO leader Kuttimani (Selvarajah Yogachandran) were heaped inhumanly in front of the Buddha statue in the forecourt of the jail, even those faintly breathing were identified and beaten to death.

Then again on the 27th of July, when the Sinhala prisoners laid siege to the cells where the Tamil political prisoners were detained on the first floor and attacked them, 18 people including the leader of the Gandhian movement Dr Somasundaram Rajasundaram were killed. Among those who miraculously survived were the present minister for fisheries Douglas Devananda, Panagoda Maheswaran (Tambipillai Maheswaran), Anthony Pillai Alagiri of the Eelam Revolutionary Organization of Students, and S. David of the Gandhian movement.

Recalling the traumatic experiences in the Welikada prison S. David told news website JDSLanka the riots and massacre and the attack on Anthony Pillai Alagiri inside the prison was led by Sepala Ekanayake who was imprisoned there for hijacking an Alitalia flight. Although the Tamil United Liberation Front tried to nominate TELO leader Kuttimani to the Parliament, the then speaker Bakeer Markar refused to swear him in since he was serving a life sentence.

25 October Bindunuwewa

Almost a quarter of a century ago more than 40 Tamil people held in the Bandarawela Bindunuwewa ‘rehabilitation camp’ were murdered under the pretext of suspicious relations with the now militarily defeated LTTE. They were released after the war and sent for what the government called the ‘rehabilitation and reintegration’ process. In total 41 persons were kept in the Bindunuwewa. In the wee hours of 25th of October 2000, twenty seven among them were hacked and stabbed to death. The remaining 14 Tamils were seriously injured and battled for their lives without proper medical care which was denied to them just for being Tamils. Sri Lankan police and the local Sinhala villagers were accused of the attack and massacre.

Among the 41 persons arrested for the Bindunuwewa massacre, 19 were police officials including the Officers in Charge of the Bandarawela and Diyatalawa police stations and the rest were local villagers.

An appellate court on May 17 released the four persons including two police officers who were found guilty and sentenced to death by a local court on the 1st of July 2003.

However, JDS says the case against the Upcountry plantation workers who protested against the gruesome massacre of 27 prisoners and 14 other inmates injured inside the Bindunuwewa camp is yet to conclude as the state has failed to produce witnesses in court.

Narendra Modi’s visit put off due to Presidential Election

The planned visit of Indian Prime Minister Narendra Modi to Sri Lanka is unlikely to take place anytime soon because of the declaration of the Presidential Election, the Daily Mirror learns.

When Indian External Affairs Minister Dr. S. Jaishankar undertook his official trip to Sri Lanka on June 20, 2024, there was an indication about the Indian Prime Minister’s visit. Also, such a visit was reportedly discussed when President Ranil Wickremesinghe attended the swearing in ceremony of the Indian leader before that.

However, following the declaration of the Presidential Election last week, the visit now hangs in the balance.

The Sri Lankan government has limited its engagements with foreign leaders because it is now focused on the Presidential Election to be concluded on September 21.

Nominations for the election will be accepted on August 15, and both President Ranil Wickremesinghe and Opposition Leader Sajith Premadasa have now made deposits with the Election Commission to tender nominations as candidates.

In recent years, bilateral ties with India witnessed fresh approaches with both the countries taking initiatives to implement connectivity projects – land connectivity, power grid connectivity and energy pipeline linking the two countries.

During Dr. Jaishankar’s visit, he emphasized the importance of continuity of such projects despite any change of government in Sri Lanka after the Presidential Election.

Asked about the planned visit, a top source of the Foreign Affairs Ministry said the government is not in a position to entertain any visit by a foreign leader at this hour.

The planned visit by the leaders of the countries such as the Maldives and the United Arab Emirates have also been put off because of the elections.

China vows to help Sri Lanka military to defend sovereignty, territorial integrity

China will support the Sri Lankan military to safeguard its sovereignty and territorial integrity, its Colombo envoy said this week amid increasing geopolitical maneuvering in the island nation.

Qi Zhenhong, the Chinese Ambassador to Sri Lanka also pledged Beijing’s continuous support to train the military.

Ambassador Zhenhong’s comments at an event celebrating the founding of the country’s People’s Liberation Army come as India and the United States-led West have raised concerns over increasing Beijing’s influence in Sri Lanka.

“The relationship between our two armed forces is time-tested,” Zhenhong told the gathering including Sri Lanka’s top military leaders and bureaucrats at Shangri La Hotel on Monday (29).

“As Sri Lanka is facing both conventional and non-conventional threats, the Chinese people and military will firmly stand with the people and military of Sri Lanka and support Sri Lanka in safeguarding its national sovereignty and territorial integrity, as we always did,” he said.

“Over the past two years, exchanges and cooperation between our two armed forces have been deepening in such areas as high-level visits, equipment cooperation, personnel training and maritime security.”

He said various types of communication and anti-terrorism equipment worth more than 8 billion rupees have been handed over to Sri Lanka.

“The PLA has continuously supported the Sri Lanka Armed Forces in upgrading its defense capabilities by providing non-stop training for officers of all ranks and different types of troop each year. In the future, we will continue to help Sri Lanka’s military develop to the best of our ability.”

Sri Lanka’s top government officials have told EconomyNext that Beijing has raised concerns over Colombo’s denial of research ships due to pressure from India.

They also say the Sri Lanka government sometimes has to take extra cautions when Chinese delegations heading to the island nation’s Northern and Eastern provinces where India had raised security concerns.

Ambassador Zhenhong under his tenure has been in the process of establishing relations with Sri Lanka’s Northern and Eastern provinces where the island nation faced a 26-year civil war with India playing a crucial role in both creating the Tamil Tiger rebels in early 1980s and destroying them in 2009.

China backed Sri Lanka to end the war by defeating the rebels popularly known as Liberation Tigers of Tamil Eelam (LTTE), which had its own military and police forces.

“We will work together with Sri Lanka’s military and all peace-loving forces in the world as always to jointly safeguard and promote world peace and development, and make greater contributions to the cause of human progress,” Zhenhong said.

General Kamal Gunaratne, Sri Lanka’s Defence Secretary speaking at the event said China has been helping Sri Lanka without “external interference” in the country’s internal matters.

“The support provided by China and the PLA spanning decades and covering various aspects of our nation’s needs will forever remain in all our hearts. This enduring friendship serves as a cornerstone of our bilateral relations and the model for International Corporation,” Gunaratne said.

Prime Minister Dinesh Gunawardena Mahajana Eksath Peramuna to support Ranil at prez poll

Prime Minister Dinesh Gunawardena and his party, the Mahajana Eksath Peramuna (MEP), have decided back incumbent President Ranil Wickremesinghe at the Presidential Election.

The President’s media division said the decision was taken by the MEP Central Committee.

The Sri Lanka Podujana Peramuna (SLPP) had earlier said it hoped the Prime Minister will support the SLPP.

Gunawardena had on Tuesday attended the meeting when a total of 92 MPs, mostly from the SLPP, pledged their support to President Ranil Wickremesinghe.

SLPP General Secretary Sagara Kariyawasam had told reporters, Monday, that the SLPP decided, by majority, to nominate its own candidate at the election in September.

However, SLPP MP and Cabinet Minister Kanchana Wijesekera said that the SLPP politburo which met on Monday did not constitute the majority of the SLPP.

He said that a majority of the MPs represented in Parliament met the President, Tuesday, and assured him their support.

The Minister said that while most SLPP MPs want to back the incumbent President there are a handful who are against it.

Why did Sajith meet Namal?

Leader of the Opposition Sajith Premadasa had reportedly met SLPP MP Namal Rajapaksa a few days ago.

Presidential Advisor on Parliamentary Affairs Ashu Marasinghe today questioned as to why this meeting has taken place.

“We have already seen some news in the social media including the report that SJB Leader Sajith Premadasa is holding talks with MP Namal Rajapaksa. Premadasa should reveal the truth behind this report,” Marasinghe told a media briefing.

“There will be sensational news in the coming days. Incumbent President Ranil Wickremesinghe is currently having discussions with a few opposition MPs and party leaders. Await for some special news during the coming days,” he added.

“You will see similar dramas like the one which you saw on Wednesday when SJB MP Thalatha Athukorala was seen by some media personnel when she came out of Waters Edge,” he also said.

SLPP crisis over presidential candidate deepens

The crisis within the Sri Lanka Podujana Peramuna (SLPP) has intensified as General Secretary Sagara Kariyawasam faces scrutiny, from party members who have decided to support President Ranil Wickremesinghe in the upcoming Presidential Election.

Minister of Power and Energy Kanchana Wijesekara, following the SLPP Matara District Committee meeting, informed the media that a proposal to remove MP Sagara Kariyawasam from his position as SLPP General Secretary and appoint Health Minister Dr. Ramesh Pathirana in his place was passed unanimously.

Another unanimously passed proposal requested the SLPP leadership to reconsider the party’s official decision to field a separate candidate for the 2024 Presidential Election. The committee also decided to support incumbent President Ranil Wickremesinghe in the upcoming presidential election, a proposal that was unanimously approved by the members present.

The meeting was attended by electoral organisers, former Provincial Council members, former local government members and members of groups affiliated with the SLPP.

Wijesekara, who presided over the meeting, addressed concerns regarding the previous decision about the presidential candidacy made by a “small faction” within the party. He asserted that these decisions did not reflect the broader views of the entire party but, rather those of a small group, including Sagara Kariyawasam.

Wijesekara expressed doubts that the proposal promoted by Sagara Kariyawasam was influenced by Udayanga Weeratunga’s agenda. He criticised the deviation from the decisions initially set by party leader Mahinda Rajapaksa, arguing that the efforts of a few individuals should not override the collective stance of the party.

Wijesekara further indicated that the issues raised in the Matara District Committee meeting would be addressed nationwide in the coming days. He emphasised that neither the party’s decisions nor potential disciplinary measures or membership revocations would deter him and others who support President Wickremesinghe from their commitment to advancing the country.

The Minister also criticised Sagara Kariyawasam for his public statements and actions, suggesting that the latter’s efforts might be aimed at undermining the party’s unity and goals. Wijesekara questioned whose interests Sagara Kariyawasam was serving.

He recalled that when they left the SLFP to join the SLPP, the SLFP also threatened to take disciplinary actions against them. “But, nothing happened to stop us from joining the SLPP,” he said.

IndiGo to commence direct service between Chennai and Jaffna from September 1

IndiGo has announced Jaffna, Sri Lanka, as the newest addition in its international route network. It will start non-stop daily flights between Chennai and Jaffna, starting September 1.

Jaffna will be the second destination in Sri Lanka after Colombo for IndiGo, making it the 34th international and 122nd overall destination in its extensive 6E network, says a release.

Bookings for the flight are open from August, 1, 2024.

India has consistently held the position of the top primary market for international tourist arrivals to Sri Lanka. In June 2024, Indian arrivals accounted for 25.2 oer cent of the total, with over 28,631 travellers, compared to a 26.7 per cent share in June 2023, with around 26,830 passengers.

There is also an increasing interest for travel to Jaffna. In this context, IndiGo’s latest route announcement to Jaffna will enhance accessibility across the region. Jaffna will complement IndiGo’s existing flights to Colombo, offering travellers a secondary market access point in Sri Lanka, the release said.

Former provincial councillors pledge support to President

116 former Provincial Council members from the Sri Lanka Podujana Peramuna (SLPP) and the United National Party (UNP) have pledged their commitment to support President Ranil Wickremesinghe’s victory in the upcoming presidential election.

President Ranil Wickremesinghe announced his candidacy as an independent in the upcoming presidential election, emphasizing his commitment to advancing the country with a fresh vision and unbiased program during a meeting at the Waters Edge hotel with former Provincial Council representatives from the SLPP and UNP.

President revealed plans to delegate responsibilities to all 10 governing bodies, including the 9 provincial governments and the central government, to carry out his initiatives.

The President further emphasized the importance of safeguarding and advancing the country’s growing economy. He asserted that the agreement with the International Monetary Fund (IMF) must remain intact, highlighting that it is everyone’s responsibility to continue working toward economic progress, even during elections.

Deputy Speaker Ajith Rajapakse, State Ministers Shehan Semasinghe, Janaka akkumbura and D.B. Herath, MPs Mahindananda Aluthgamage and Anura Priyadarshana Yapa, along with former Chief Ministers also attended.

‘Jana Aragala’ launches policy manifesto

A ‘Jana Aragala’ alliance government will revisit the debt restructuring programme with the International Monetary Fund in consultation with the creditors, says its presidential candidate Nuwan Bopage.

He was speaking at the launch of the policy manifesto of the alliance yesterday (31).

The manifesto promises an audit into debt and to recover the defrauded and wasted credit from those responsible.

Also, the privatisation of state entities will be halted.

It promises a low-cost fuel quota for public transport and an energy quota for farmers, fishermen and other small producers, a pay hike for all sectors from Rs. 16,000 to Rs. 57,500 and free electricity for households using less than 30 units per month.

Also included are autonomy beyond the 13th amendment, abolition of the executive presidency, a more populist legal system, formation of people’s courts and abolition of the death penalty.

Wijeyadasa places deposits to contest Presidential election

Former Justice Minister Dr. Wijeyadasa Rajapakshe has placed a deposit with the Election Commission as a candidate for the 2024 Presidential Election.

Rajapakshe has placed the deposit as the presidential candidate of the National Democratic Front.

On July 25, the MP had officially announced that he would contest the upcoming Presidential Election while he had stepped down from his ministerial position as the Minister of Justice, Prisons Affairs and Constitutional Reforms on July 29.
