Sri Lanka Freedom Party’s Sirisena open to running for president again

The Sri Lanka Freedom Party (SLFP) invites MPs from all parties to form a common alliance, former president and SLFP chairman Maithripala Sirisena said, also suggesting that he is open to running for president again.

Speaking to reporters in Colombo on Thursday August 31 after a party meeting, Sirisena said there is a chance he might be asked to contest a presidential election in 2024.

Asked if he would accept a call to run for president once again, Sirisena said, with a hearty laugh: “There is a chance it might happen.”

His entourage, too, appeared to find his response amusing.

“Can’t I work as president? I have shown that I can.

“Let’s see how it goes. We’re ready for anything,” he said, getting into his official vehicle.

At a press conference held earlier Thursday, the former president said the ruling Sri Lanka Podujana Peramuna (SLPP) does not pose any challenge to his SLFP.

“The SLPP is now in shambles. No one knows what even happened to the president [Gotabaya Rajapaksa] in the end,” he said.

“The SLPP Is barely a party. It has no formal structure, no one even knows what their constitution is,” he added.

Asked if members of the SLPP offered to work together with the SLFP, Sirisena said: “We invite everyone, not the SLPP but all parties and MPs to come together to form an alliance for a good government.”

“We won’t give nominations to anyone with corruption allegations,” he said.

Sirisena went on to say that there is speculation that a provincial council election will be held first to test the waters.

“We’re ready for any election,” he said.

Meanwhile, SLFP general secretary Dayasiri Jayasekara responded to reports that sections of the party are conspiring to have him removed from the position. This is following a last-minute decision to shift the SLFP’s 72nd anniversary celebrations from Kurunegala, his electorate, to Colombo.

Speaking to reporters after Thursday evening’s party meeting, Jayasekara said he only learnt Thursday evening about the decision. Asked if it is true that the party’s general secretary doesn’t know what’s going on in his own party, he said: “I didn’t know before. But I know today.”

If Sirisena and the SLFP central committee no longer wishes to have him on board, Jayasekara said, he is happy to leave.

“I’ll remain in the party, though,” he said.

“There is no pushback against me from the bottom. It’s a few at the top level who want me out so they can go and plug this party to [President Ranil Wickremesinghe’s United National Party (UNP)],” he said.

Notable among the attendees at the party meeting on Thursday ahead of the anniversary event was Agriculture Minister Mahinda Amaraweera whom, among others in the SLFP who had joined President Wickremesinghe’s cabinet of ministers, had been on the receiving end of criticism from the party for going against a party decision to not accept President Wickremesinghe’s invitation to support the government.

Party leader Sirisena denied that there is any rift in the party. He explained the decision was made taking into account the rainy weather now prevailing in the country, despite heavy rains in Colombo.

“We have all been like brothers. I have no idea where you’re finding these false reports,” he said to reporters questioning him.

Asked if there were attempts to remove Jayasekara as general secretary, Sirisena said: “Says who? That’s an absolute lie.”

India increases financial allocation by 50% for projects in Sri Lanka

Responding to rapid changes in the economic landscape of Sri Lanka, the Government of India has increased the financial allocation for various grant projects being implemented across the island.

Accordingly, financial allocation has been increased by upto 50% for nine ongoing projects which are currently being executed under the India-Sri Lanka High Impact Community Development Project (HICDP) framework.

The overall financial commitment for these nine projects currently stands close to LKR 3 billion, after the increase. These projects cut across sectors ranging from education and health to agriculture, among others, the Indian High Commission in Colombo revealed.

The Government of India has completed more than 60 grant projects under the HICDP framework, covering all the 25 Districts of Sri Lanka, while 20 other projects are under different stages of implementation.

The HICDP framework was signed between the two countries in 2005 and subsequently renewed thrice, for a period of five years each time.

India’s overall development cooperation partnership portfolio in Sri Lanka is currently around USD 5 billion, of which USD 600 million is grant.

Demand-driven and people-centric projects carried out by the Indian Government span across areas such as infrastructure development, housing, livelihood assistance etc.

Indian defence minister visits Sri Lanka amid Chinese request to dock second research vessel

Indian Defence Minister Shri Rajnath Singh is scheduled to visit Sri Lanka during the weekend (September 2) to review bilateral defence ties, the Indian High Commission in Colombo said.

The Indian defence minister’s visit comes amid a Chinese request to dock its research vessel Shi Yan 6 at the ports of Sri Lanka from October 26 to November 10. India has already raised security concerns with the Sri Lankan government over the Chinese ship.

Sri Lanka has yet to officially approve the Chinese request, government officials say.

“During the visit, Shri Rajnath Singh will hold talks with President and Defence Minister of Sri Lanka Ranil Wickremesinghe and Prime Minister Dinesh Gunawardena,” the Indian High Commission said in a statement.

“The entire gamut of India’s defence ties with Sri Lanka will be reviewed during these meetings. The Defence Minister will also visit Nuwara Eliya and Trincomalee.”

“The visit is an important landmark in deepening the enduring bonds of friendship between the two countries in the defence sphere.”

Last year, China was allowed to dock its first research vessel in the deep southern port of Hambantota amid Indian concerns, Foreign Ministry officials have said.

As per the 13th amendment of the Sri Lankan constitution incorporated after a 1987 Indo-Lanka accord, Sri Lanka has to keep New Delhi informed if there is anything that could have security concerns for India.

The Chinese ship has requested to dock at Colombo Port and Hambantota Port and be involved in research operations in the ocean around Sri Lanka. According to the Chinese state broadcaster CGTN, the Shi Yan 6 is a “scientific research vessel” crewed by 60 that carries out oceanography, marine geology and marine ecology tests.

Defence analysts say India is worried over increasing Chinese activities in the ocean surrounding the country and sees it as a security threat.

India has been interested in the mineral-resource rich eastern port district of Trincomalee since the mid 1970s. It already is handling the island nation’s only oil tank farm in this district while it has also been given approval to construct a renewable energy plant.

In 2014, Sri Lanka’s then president Mahinda Rajapaksa allowed two Chinese submarines to be docked in Colombo port, disregarding Indian concerns.

A few months later, Rajapaksa was defeated in the presidential poll when he sought a third term by his own party secretary Maithripala Sirisena. India and its intelligence agency RAW denied its association with Rajapaksa’s defeat though the former president accused India of being behind his defeat.

Name group which supported Easter Sunday bombers: Cardinal

Since Archbishop of Colombo, Cardinal Malclom Ranjith had slammed the government authorities to name the group which supported the Easter Sunday bombers, Minister of Public security Tiran Allas invited him and the Church to go through the investigations and outline any shortcomings.

“We have already informed the Church authorities to go through the investigations into the Easter Sunday attacks. The Church is welcome to show any shortcomings with regard to the investigations which are almost completed. The Church should cooperate with us and should go through the investigations and show us if there are any shortcomings,” he said.

“Let us finish this ongoing confrontation over the Easter Sunday attacks,” he added.

Cardinal Ranjith who was speaking during a service at the Katuwapitiya Church said the present government had failed to reveal the truth on the Easter Sunday attacks.

“The present government has not kept its promise to reveal the truth on the Easter Sunday attacks. Neither the President nor the Attorney General or any Member of Parliament had done their duty. No member of Parliament had called for an impartial investigation into the Easter Sunday attacks,” the Cardinal said.

“We want the government to name the group which had supported the Easter Sunday bombers,” he added.

Religious leaders-led committees to address religious matters in North & East

During his visit to Kandy, President Ranil Wickremesinghe has emphasized the government’s resolute dedication to protecting religious shrines and historical sites.

According to the President’s Media Division (PMD), the Head of State has announced the establishment of committees, headed by religious leaders from their respective provinces, aimed at addressing religious matters in the North and East.

On Tuesday (Aug. 29), Wickremesinghe visited Kandy and called on the chief prelates of the Malwatta and Asgiriya chapters.

He first visited the Malwatta Maha Viharaya to meet with Most Ven. Sri Sumangala Mahanayake Thera, engaging in a brief yet impactful conversation. He also paid a visit to the Anunayaka of the Malwatta Chapter, Most Ven. Dimbulkumbure Sri Vimaladhamma Thera, engaging in a concise and meaningful discussion.

Subsequently, Wickremesinghe proceeded to the Asgiriya Maha Viharaya, where he received blessings from the Asgiriya Maha Nayake Most Ven. Warakagoda Sri Gnanarathana Thera.

Church to boycott Govt. until Easter CoI recomms. implemented

The Catholic Church stated that it is not ready to discuss the related investigations with any party representing the Government until the recommendations made by the Presidential Commission of Inquiry (CoI), which investigated the Easter Sunday terror attacks of 21 April 2019, are implemented.

Public Security Minister Tiran Alles on Monday (28) raised concerns about the extent of the desire of the Catholic community, including the Church, to uncover the truth behind the terror attacks, claiming that they had not responded favourably to his invitation for them (the Church) to get together with the Criminal Investigations Department (CID) and analyse the progress of investigations.

Speaking to The Daily Morning yesterday (29), Catholic Bishops’ Conference of Sri Lanka (CBCSL) National Director of Communications Father Jude Chrishantha Fernando charged that Alles is merely making statements to the media, but not doing what needs to be done. “We saw him saying that certain parties are only holding media briefings about this, and not interested in uncovering the truth, but what we see is that he is doing the same thing. The CoI has recommended that criminal charges be filed against several individuals, including former President and incumbent Opposition Parliamentarian Maithripala Sirisena and the former State Intelligence Service Director and incumbent Senior Deputy Inspector General of Police Nilantha Jayawardena. The Government has not implemented any of those recommendations. What Alles should first do is to consult the relevant parties and make necessary interventions to implement them.”

In response to the Minister’s remarks on the fact that the Church had not responded to his invitation even after he took steps to hand over the complete CoI report to them, Fernando said that they are thankful to Alles for having done so, but that there is no point in receiving the report if what it recommends is not implemented.

“We thank him for handing it over to us, but what is the use of receiving a report if its content is limited to words? By boasting about his action to hand it over to us, he accepts that the CoI report is something that is important. So, he should first do what it has recommended, and then seek to meet us. We must tell him that the Church is not something that consists of brainless people. We are keeping an eye on everything that happens,” Fernando said.

The final report of the CoI was tabled in Parliament on 8 April 2021, but the witness records were not released reportedly due to legal reasons. In February 2022, all the volumes of the report, including the related witness records, were handed over to the Speaker of Parliament Mahinda Yapa Abeywardana. However, several parties, including the Church, had been accusing the Government of not releasing certain sections of the report in an alleged attempt to cover up the truth behind the terror attacks. Against that backdrop, Alles had handed over the complete report to the CBCSL in April this year.

In response to a media query on Monday, Alles said that he was of the view that 99% of the related investigations carried out by the CID are over. “The Catholic Church and certain other individuals keep holding media briefings, claiming that investigations have not been conducted properly. They were lamenting that they had not been given the CoI’s report, and then I took steps to hand it over to them. Both before and after that, I urged the Church to grant us an opportunity to meet them and explain the current status of the investigations, but there has been no response to date,” he said.

Confusion over Sri Lanka granting permission to Chinese survey vessel in October

Sri Lanka asked China to revise arrival of the ship and the permission to dock may be given after President Wickremesinghe visits China in October.

Confusion prevails in Sri Lanka over granting permission to Chinese Research vessel Shi Yan 6 to conduct ocean survey off the island nation in October after New Delhi raised its serious concerns with the Ranil Wickremesinghe government. The ship is as of now slated to arrive on October 25 and said to conduct joint ocean surveys with Sri Lankan government agency NARA for the next 17 days after docking at Colombo and Hambantota ports.

While newspaper Sri Lanka Mirror reported that its defence ministry had given clearance to the Chinese ship for docking at the two Sri Lankan ports, the Foreign Ministry spokesperson has been quoted in news agencies saying that the request from the Chinese Embassy was being processed and no decision had been taken.

India has officially raised concerns to Sri Lanka for allowing a free run to Chinese survey, surveillance and ballistic missile trackers ships at its Colombo and Hambantota deep sea ports. During President Ranil Wickremesinghe’s visit to India in July, Prime Minister Narendra Modi asked the leader to ensure that India’s strategic and security concerns are addressed by the Island nation in the Indian Ocean.

Although there are multiple voices within Colombo on granting permission to the ship, it is understood that President Wickremesinghe will take a decision after he attends the Belt-Road-Initiative summit in Beijing in the second half of October. With Sri Lanka deep in Chinese debt, it is quite evident that Colombo cannot afford to annoy President Xi Jinping with Hambantota port already given on 99 year lease to China by none other than Ranil Wickremesinghe as Prime Minister during the infamous Rajapaksa regime.

Sri Lanka is currently being economically propped up by IMF loans and the Paris club of creditor nations as its economy is in doldrums and not expected to recover this decade with high inflation and poor dollar-Sri Lankan rupee exchange rate. It was none other than the Modi government that came to aid Sri Lanka after the 2021 economic and political crisis by offering some USD 4 billion as aid including food, oil and aviation fuel.

As India has made its concerns known after China mapping the Indian Ocean bed for future submarine activity and charting out new sea routes to African coast via south Indian Ocean, it is learnt that Sri Lanka has asked China to revise the schedule of Shi Yan 6 and push back the date of arrival to November 2023.

However, much as Sri Lanka appears to address India’s security concerns vis-à-vis Chinese surveillance vessel, it is quite evident that Xi Jinping regime will have its way with the Island nation as Colombo has piled up huge BRI debt in building white elephant airports and ports by Chinese company using high-interest loans from Chinese EXIM banks.

Eastern Province Governor Senthil Thondaman won’t budge despite threats from monks

Eastern Province Governor Senthil Thondaman has refused to budge on a decision taken over the construction of a Buddhist temple, despite threats from monks who stormed a meeting yesterday.

Thondaman told Colombo Gazette that he will not allow any illegal constructions to take place in the East and that proper procedures must be followed.

He also told a group of monks who stormed the Trincomalee District Consultative Committee (DCC) meeting yesterday that they were setting a bad example.

The Governor told the protesting monks that by protesting and storming the meeting they were sending a message to people from other religions to do the same in other parts of the country.

The monks had even threatened to “squeeze the neck” of the Governor if he refused to submit to their demands.

However, the Governor told Colombo Gazette that he will not deviate from his stand as authorization had not been obtained to construct the temple.

Thondaman had recently ordered construction work on the temple in a Tamil village in the Iluppaikulam area to be suspended.

Monks led a protest in Trincomalee yesterday against the decision taken by the Governor by blocking the road before storming the Trincomalee District Consultative Committee meeting chaired by Thondaman.

The Governor later had a private discussion with the monks and officials and explained his position on the matter.

ICRC notes families of missing in Sri Lanka still suffering

The International Committee of the Red Cross (ICRC) says thousands of families of missing persons from all communities across Sri Lanka continue to suffer due to the uncertainty surrounding the fate of their missing loved ones.

In a statement to mark the International Day of the Disappeared which falls on 30th August, the ICRC said that it remembers the hundreds of thousands of people around the world who are missing or separated from their families due to armed conflict, other situations of violence, disasters, humanitarian emergencies and migration.

“When people go missing, it causes anguish and uncertainty for their families who continue to live in a state of ambiguity, not knowing whether their loved one is alive or dead. For many families of missing persons, knowing what has happened to their relatives is the most pressing need. In most situations, the missing person is often the breadwinner of the family, and their absence exacerbates the economic, legal and administrative challenges of families who struggle with the multiple consequences that they are faced with. Their plight should be acknowledged by authorities, communities and society-at-large,” the ICRC said.

The ICRC said that the people have the right to know what happened to their missing relatives and authorities have an obligation to provide information and assist efforts to ascertain the fate and whereabouts of missing persons.

“This is enshrined in international humanitarian law, which also requires parties to a conflict to take measures to ensure that people do not go missing in an armed conflict,” the ICRC added.

The ICRC said that increased and continuous efforts are needed to search for missing persons and to provide individualized answers on their fate and whereabouts to their families. These include, amongst many others, the strengthening of national frameworks and systems, including medico-legal ones; putting in place or improving existing processes and mechanisms dedicated to establishing the fate and whereabouts of missing persons; and the collection and processing of information on missing persons and the events in which they went missing, as well as on human remains and possible human remains sites.

“Sri Lanka has not been spared from this humanitarian tragedy. In 2023, thousands of families of missing persons from all communities across the country continue to suffer due to the uncertainty surrounding the fate of their missing loved ones. It is important that they receive answers on the fate and whereabouts of their missing relatives. While every effort must be made to establish the fate of missing persons, their relatives must also be enabled to live in dignity,” the ICRC statement said.

In Sri Lanka, the ICRC implements an island-wide support programme that addresses the emotional, economic, legal and administrative needs of families of missing persons. Concurrently, the ICRC has been working with authorities and relevant stakeholders to build their capacities to address the multifaceted needs of families, including their need to know.

The ICRC stands ready to continue sharing its global expertise with relevant stakeholders in Sri Lanka, in order to contribute to the process of clarifying the fate and whereabouts of missing persons, in accordance with its humanitarian mandate.

Porty City denies links to Chinese man robbed in Colombo

The Colombo Port City has denied links to a Chinese man who was robbed of his cash and valuables worth over Rs 40 million at a residence in Lake Drive, Borella.

The Colombo Port City Economic Commission said that relying on accurate and verified information on such an incident in question of such an unfortunate criminal event, and any attempt to associate it with the activities within Colombo Port City is entirely unsubstantiated.

The Commission urges the media, the public, and all stakeholders to exercise caution and responsibility when sharing information related to such incidents and spreading unverified information which can lead to unnecessary misrepresentation, that can be detrimental to the reputation and credibility of the Colombo Port City project.

The Colombo Port City Economic Commission is actively collaborating with relevant authorities to address any concerns to ensure the well-being and security of all those associated with Colombo Port City to maintain the highest standards of safety and security.
