Ranil prepares for polls with opening of new political office

President Ranil Wickremesinghe began preparations for the upcoming Presidential elections by opening his new political office in Colombo.

The office, located on Sir Ernest de Silva Mawatha, will serve as the center for future political operations.

The ceremony included religious rites and blessings performed by prominent religious leaders, including the Chief Sanghanayake of the Western Province, Venerable Dr. Murutthettuwe Ananda Nayaka Thero, the Chancellor of the University of Colombo, Chief Sanghanayake of the Uva Province with Colombo District, Venerable Maharagama Nanda Nayaka Thero, and the head of five major temples including the Kollupitiya Valukarama Maha Viharaya.

The establishment of the office was initiated by United National Party Chairman and Member of Parliament, Wajira Abeywardena.

The event was attended by Professor Maithree Wickramasinghe, Prime Minister Dinesh Gunawardena, other Government ministers, Senior Advisor to the President on National Security and Chief of Presidential Staff Sagala Ratnayaka and numerous UNP activists.

SLPP to Amend Party Constitution

The Sri Lanka Podujana Peramuna (SLPP) is poised for significant structural changes as the party’s Executive Council and Politburo convene this morning at former President Mahinda Rajapaksa’s official residence in Wijerama, Colombo.

The key agenda for the meeting is the amendment of the party constitution to introduce a new main position within the SLPP.

British police arrest second man in UK over Sri Lankan war crimes

The UK Metropolitan Police confirmed they have arrested a man in connection to war crimes committed in Sri Lanka, the second such arrest to have taken place in the United Kingdom.

The 60-year-old suspect was arrested on 21 November 2023, under suspicion of an offence under Section 51 of the International Criminal Court Act, 2001. The arrest specifically relates to the killing of two individuals during a political rally in Jaffna in late 2001.

It is suspected that the attack referred to by the police is the one in November 2001 in Velanaitivu, Jaffna. The attack was reportedly committed by the government-aligned paramilitary group the Eelam People’s Democratic Party (EPDP) against members of the Tamil National Alliance (TNA) whilst they were campaigning. Two TNA activists were killed during the attack and several others were injured.

This arrest is the second of its kind, with Metropolitan Police arresting another individual, under the same offence, in connection with the murder of journalist Mylvaganam Nimalarajan who was killed in 2000. That arrest took place in 2022 and that person was released under investigation, with enquiries still ongoing. The EPDP is also suspected of carrying out the killing.

Following this second arrest, the UK police have issued a statement calling on individuals who can provide first-hand information of war crimes committed in the early 2000s in Sri Lanka to speak with them.

“We know that these crimes have a lasting and significant impact on victims and witnesses and we’ve now made two arrests as part of this investigation,” said Commander Dominic Murphy. “This is a sign of the progress made by officers looking into these extremely serious crimes.”

“As in all serious cases, we need as much eye-witness testimony as possible to continue to build the case. We know that there are people with information about these incidents during the civil war in Sri Lanka who have not yet come forward. We urge those people to contact police – we will support you, and your information will be treated in the strictest confidence.”

These arrests follow increasing calls on members of the international community to conduct arrests of those accused of human rights violations in Sri Lanka under the principle of universal jurisdiction.

Both incidents were part of a referral made in 2017 to the Counter Terrorism Policing War Crimes team, which is hosted by the Met’s Counter Terrorism Command and the investigation remains ongoing.

Supreme Court Rules Presidential Pardon for Royal Park Murderer Unconstitutional

The Supreme Court concluded that the presidential pardon granted by former President Maithripala Sirisena to Jude Shramantha Jayamaha, who was sentenced to death for the murder of Yvonne Johnson in the Royal Park apartment complex, was unconstitutional.

In another landmark judgment pertaining to the scope of the pardon granted by the executive President, the Supreme Court today ruled that former President Maithripala Sirisena’s decision to grant a Presidential pardon to to Royal Park murder convict Don Shamantha Jude Anthony Jayamaha is arbitrary and not valid in law.

Accordingly, the Supreme Court three-judge-bench comprising Justices S. Thurairaja, Yasantha Kodagoda and Janak de Silva ordered to set aside two Presidential pardons granted to Shamantha Jude Anthony Jayamaha for not following the Constitutional provisions.
The Supreme Court declared that former President Maithripala Sirisena violated the Fundamental Rights of the petitioner and public trust doctrine while granting presidential pardon to the above mentioned respondent.

Women & Media Collective organization had filed this Fundamental Rights petition challenging the legality of former President Sirisena’s decision to grant presidential Pardon to Royal Park murder convict.

In view of this judgment, the Supreme Court ordered the authorities to take necessary steps in terms of law with regard to the implementation of the sentence imposed on Jude Jayamaha.

As congratulations pour in, Modi invites Sri Lankan President to swearing-in

U.S. President Joseph Biden and his Russian counterpart Vladimir Putin joined leaders of more than 50 countries in congratulating Prime Minister Narendra Modi and the National Democratic Alliance (NDA) that won the highest number of seats in the Lok Sabha election.

During a telephone call, Mr. Modi also invited Sri Lankan President Ranil Wickremesinghe to his swearing-in due to be held this weekend, which he has accepted, the Sri Lankan Presidential Media Division said in a statement.

All eyes are now on which other leaders the government would invite to the ceremony as Mr. Modi did in 2014 and 2019, when he invited SAARC leaders and BIMSTEC leaders, respectively. As a member of both groupings, Sri Lanka’s leaders were invited on both occasions.

Officials did not rule out invitations to other regional countries, including the Gulf countries such as the UAE and Saudi Arabia, and Central Asian countries. The officials explained that much will depend on their ability to fly to India at short notice once the swearing-in details are finalised. However, hotels in Delhi had already been primed by security agencies last month to expect incoming high-level visitors.

Among countries whose leaders extended their greetings on Wednesday were Israel, Singapore, the U.K., France, Italy, Germany, the Netherlands, Denmark, Norway, Spain, the Czech Republic, and Ukraine. Leaders of regional countries such as Iran, Indonesia, Malaysia, Myanmar, Singapore, Seychelles, and the UAE also joined in, while the Chinese Ministry of Foreign Affairs (MFA) conveyed its wishes at a briefing.

“Congratulations to Prime Minister Narendra Modi and the National Democratic Alliance on their victory, and the nearly 650 million voters in this historic election,” Mr. Biden said, adding that the India-U.S. relationship had “unlimited potential”.

The U.S. government, in addition to congratulating Mr Modi and the NDA, also congratulated journalists, civil society workers and others for the contributions to democracy.

“We commend Indian voters, poll workers, civil society, and journalists for their commitment and vital contributions to India’s democratic processes and institutions,” the State Department’s spokesperson Matthew Miller said.

Mr. Putin was the first international leader to speak to Mr. Modi on the telephone. “The Russian President warmly congratulated Narendra Modi on the success of the Bharatiya Janata Party in the recently concluded general parliamentary elections,” the Kremlin said in a statement on Wednesday.

In a message echoing the Chinese MFA, Chinese Ambassador Xu Feihong wrote, “Look forward to making joint efforts with the Indian side for a sound and stable China-India relationship, which is in line with the interests and expectations of both countries, the region and the world.”

President of the United Arab Emirates Mohammed Bin Zayed greeted PM Modi expressing interest in advancing “deeply rooted strategic partnership”.

Mr. Modi is expected to travel to Italy for the G-7 outreach on June 13 and 14, where he will meet Mr. Biden, and other G7 leaders, as well as to Kazakhstan on July 3-4 for the SCO summit, where the Presidents of Russia, China, and Central Asian countries and the Prime Minister of Pakistan, Shehbaz Sharif, are expected to be present. Meanwhile, a number of South Asian leaders, including from Bangladesh, Bhutan, and possibly Sri Lanka, are expected to visit India in the next few weeks.

Ukrainian President Volodymyr Zelenskyy, who has been urging Mr. Modi to travel to Switzerland next week for a Peace Summit right after the G-7, said, “Everyone in the world recognises the significance and weight of India’s role in global affairs… In this regard, we also look forward to seeing India attend the Peace Summit.”

India has not yet confirmed its level of participation at the conference, where Russia has not been invited, and Mr. Modi sidestepped Mr. Zelenskyy’s invitation, only saying in response that “India will continue to support peace, security and prosperity for everyone in the region.”

On Tuesday, in an unconventional move, even before the counting of votes had ended, Bhutan Prime Minister Tshering Tobgay, Sri Lankan President Ranil Wickremesinghe, Nepal Prime Minister Pushpa Kamal Dahal (Prachanda), and Mauritius Prime Minister Pravind Jugnauth had sent greetings over social media platform X.

On Wednesday, as the results were finalised and NDA constituents met, Bangladesh Prime Minister Sheikh Hasina and Maldives President Mohamed Muizzu issued statements greeting Mr. Modi on securing enough support for the third consecutive term. Pakistan Prime Minister Shehbaz Sharif, who is on a visit to China, has yet to convey his greetings.

“I look forward to working together to advance our shared interests in pursuit of shared prosperity and stability for our two countries,” said Mr. Muizzu, whose statement was significant given the tensions between India and the Maldives this year on the withdrawal of Indian troops from the Maldives’ southern atolls at the insistence of the Maldivian President.

Sajith hails Modi’s re-election, backs India’s permanent seat at UNSC

Congratulating Prime Minister Narendra Modi for the BJP-led NDA’s “historic” achievement of securing three consecutive victories in the Lok Sabha elections, Sri Lanka’s Opposition Leader, Sajith Premadasa on Wednesday reaffirmed support for India’s permanent membership in the United Nations Security Council (UNSC).

Making a special speech in the Sri Lankan Parliament on Wednesday, Premadasa emphasised that India, with its status as the world’s most populous country and a significant global economic and military power, deserves this recognition.

“This is of utmost importance as India has the largest population in the whole world. Also, when you examine the world’s economic, security power configuration, I feel that this representation of India in the UNSC must be achieved and must be promoted,” said Premadasa.

“We as parliamentarians, all 225, in this august assembly would like to propose that India be made a permanent member of the UN Security Council. I think it is long overdue and it should be implemented as quickly as possible,” the Opposition leader said, expressing his confidence that the current permanent members of the UNSC would acknowledge India’s rightful place in the global power structure.

“I am pretty sure that the five members who are there right now would have no objection to establishing this world power reality in the UN structure,” he stated. Premadasa also acknowledged the strong bilateral relationship between Sri Lanka and India and expressed gratitude for India’s significant financial support including grants, loans, and other financial aid totaling approximately six billion USD.

“We have seen the brotherly neighborhood relationship between the two countries as India is the largest single donor to Sri Lanka with around $6 billion in grants, loans and financial support.

We appreciate the support that India has provided to us when Sri Lanka has been suffering from a variety of challenges including economic bankruptcy,” said Premadasa.

Hailing his visionary leadership, practical policies, and effective governance, the SJB leader highlighted that Narendra Modi is the first Prime Minister since Jawaharlal Nehru to accomplish the feat of leading the country for the third time.

“Prime Minister Modi has been a remarkable person who commenced his work from humble beginnings. He came from a small family and didn’t have a huge family background. He did not have a power base to commence work. But during his stint as the Chief Minister of Gujarat and later as the Indian PM, he has exhibited stupendous energy, charisma, hard work and the singular determination to make India number one in the world. This is at a time when most of the countries in the region are going through sluggish economic growth,” said Premadasa while praising PM Modi’s achievement.

“We see India as a unique country that also extricated itself from the Covid-19 catastrophe.

India has been a shining example of how you get out of desperate situations, despair and economic catastrophe and how you transform and translate a bad situation into a better one. I would like to congratulate honourable PM Modi on his remarkable achievement in almost all states. Of course, there have been states where he has done very well and there are certain states where the BJP-NDA is yet to make its imprint,” he said in his speech.

The Sri Lankan Opposition leader also reiterated his commitment to maintain cooperation between the two nations to ensure mutual prosperity and benefits.

“We would like to continuously have a very close relationship with India, our great and brotherly neighbour. We would like to have a strong productive and constructive relationship with them,” he stated.

Meanwhile, Sri Lanka President Ranil Wickremesinghe also congratulated PM Modi on NDA’s victory and re-election for the third term.

“I extend my warmest felicitations to the BJP-led NDA on its victory, demonstrating the confidence of the Indian people in the progress and prosperity under the leadership of PM Narendra Modi. As the closest neighbour, Sri Lanka looks forward to further strengthening the partnership with India,” President Wickremesinghe posted on X.

Modi tweeted in response: “Thank you President Ranil Wickremesinghe. I look forward to our continued cooperation on the India-Sri Lanka Economic Partnership.”

United Petroleum Australia to begin Sri Lanka operations by August

United Petroleum Australia, which has entered Sri Lanka’s petroleum retail market, will start their operations by the end of July or beginning of August this year, taking over 150 existing fuel stations and building over 50 new stations, Director of United Petroleum Lanka Private Limited in Sri Lanka Dr. Prabhat Samarasinghe said.

He said that United Petroleum Lanka Pvt Ltd made a deal with Sri Lanka’s Board of Investments (BoI). This deal is part of an agreement with the Power and Energy Ministry to supply petroleum products in Sri Lanka.

United Petroleum Australia has created a company in Sri Lanka called United Petroleum Lanka Private Limited.

This company will take over 150 existing gas stations and has permission to build 50 new ones under United’s name.

The total investment for this project will be around 300 million USD. To start, they will invest 12 million USD, with plans to invest the rest within a year.

While operating in Sri Lanka, the company does not plan to engage in a price war but will offer various benefits to consumers.

The quality of the petroleum products will match that in Australia, with a strong focus on maintaining high standards.

United Petroleum Australia Pvt Ltd is a top petroleum trading company in Australia, with over 500 gas stations across the country.

United Group also has other businesses in Australia and Singapore, and this is their first time expanding their retail petroleum business outside Australia.

India polls : Modi claims third election victory with narrow majority

Indian Prime Minister Narendra Modi claimed election victory for his party, set to secure a third consecutive term as Premier, although his Bharatiya Janata Party (BJP) is projected to lose its majority in parliament after a decade.

“People have placed their faith in NDA (National Democratic Alliance) for a third consecutive time”, Modi wrote on social media platform X. “This is a historical feat in India’s history.”

With vote counting nearing completion by Tuesday evening, Modi’s alliance emerged as the victor, albeit with a surprisingly slim majority.

According to the ongoing vote count, Modi’s Hindu nationalist BJP, unlike in the previous two elections, will require the support of its alliance partners to cross the 272-seat majority threshold in the 543-seat lower house of parliament.

Modi’s target of 400 seats for his National Democratic Alliance remained unfulfilled, with his party leading in only about 290 seats, according to Election Commission data with three-quarters of the count completed.

In comparison to 303 seats won in the previous election in 2019, the BJP was in the leading position for 239 seats.

Sri Lankans fighting in Russia-Ukraine war face lies, hardships

In the midst of the increased number of calls from ex-Sri Lankan soldiers who joined the Russian military to fight against Ukraine, a Sri Lankan delegation headed by State Minister of Foreign Affairs Tharaka Balasuriya will head to Russia later this month to seek repatriation of them under a plan to be implemented in stages, the Daily Mirror learns.

The delegation comprising former Sri Lankan ambassador to Russia Dr.Saman Weerasinghe, Defence Secretary Kamal Gunaratne, MPs Dayasiri Jayasekara and Gamini Waleboda will meet with the Russian defence authorities in Moscow on June 25, 26 and 27.

A top source told Daily Mirror that the Sri Lankan authorities receive numerous telephone calls from those soldiers in the war front seeking to return to the country. It is learnt that these soldiers have been duped into believing that they will get attractive salaries and other perks.

In a move to resolve the matter without any diplomatic tussle between the two countries, Russia has afforded an official visit to discuss arrangements for the early repatriation of soldiers .

The police have arrested two retired generals for illegally acting as recruiting agents for Russian mercenary firms.

Meanwhile , the absence of a Sri Lankan mission in Ukraine has hampered the process of collecting data regarding Sri Lankans fighting there against Russia.

However, the Sri Lankan Embassy in Turkey which is concurrently accredited to Ukraine wrote to the Ukrainian Foreign Ministry last Saturday seeking details about Sri Lankans fighting there .

Earlier it was reported that one Sri Lankan died in Ukraine while fighting against the Russians and due to the lack of information, Sri Lankan authorities are unable to verify the present status of those involved in the war.

Sri Lanka freezes assets of 15 groups, 210 individuals over terrorist and extremist activities

The Sri Lankan government has taken steps to freeze all funds, other financial assets and economic resources belonging to 15 entities and 210 individuals allegedly involved in terrorist and extremist activities.

It is reported that the relevant gazette notification was issued yesterday (03) by Sri Lanka’s Secretary of Defence General (Retd.) Kamal Gunaratne, acting in terms of the powers vested in him by the United Nations Regulations No. 1 of 2012.

Accordingly, the order has been issued to freeze all funds, other financial assets and economic resources belonging to or owned or held by any natural or legal person, group or entity designated and listed under regulation 4 of the above Regulations.

The 15 designated entities include the Liberation Tigers of Tamil Eelam (LTTE), the National Thowheeth Jama’ath (NTJ) and the Jamathei Millathu Ibraheem (JMI).

The gazette also orders to freeze the funds and assets of 210 individuals designated for their involvement in terrorist and extremist activities.
