Sri Lanka JVP’s official visit triggers political, religious leaders to raise anti-Indian sentiment

The visit of Sri Lanka’s Marxist Janatha Vimukthi Peramuna (JVP) leader to India on an official invitation has led to a new wave of anti-Indian sentiment with political and religious leaders raising concerns over the aim of the New Delhi ahead of the island nation’s presidential elections.

Prime Minister Narendra Modi’s Indian government in an unprecedented invited JVP leader Anura Kumara Dissanayaka for a five-day official visit which included meetings with Indian External Affairs Minister S. Jaishankar, National Security Adviser Ajit Doval, and Foreign Secretary Vinay Mohan among many others.

The JVP was involved in two armed uprisings against the Sri Lankan government in 1971 and 1987-89. The motive for both uprisings was to establish a socialist state. However, both insurgencies were defeated with annihilation of Marxists youth.

The party, which earlier had trained militants, is currently led by 55-year-old Dissanayaka who has been in the parliament for more than 23 years and once held cabinet minister portfolios for 14 months in 2004/5 period.

The JVP has strongly protested an Indian agreement with Sri Lanka and many Indian projects citing they are part of Indian expansionism and will lead to deprive opportunity for Sri Lankans.

“We feel there is some deal,” Walahahengunawewe Dhammaratana Thera, Chief Incumbent of Mihintale Raja Maha Viharaya told reporters on Wednesday.

“We ask Anura (JVP leader) if you questioned the Indian leaders over Sri Lanka being included in the Indian map as part of India, if you spoke against the power deals violating Sri Lanka’s sovereignty,” he questioned.

The JVP-led protests have halted many Indian investments in Sri Lanka while it has questioned India after securing lands, not using all the oil tanks in Sri Lanka’s strategic Trincomalee tanks farm which was once planned to be the oil hub of South Asia with the Indian help.

India has been increasingly investing in Sri Lanka’s energy sector. It has proposed direct oil and gas pipeline connectivity between the two countries while buying excess electricity if generated with the Indian renewable energy projects in Sri Lanka.

“What is the stance your party took over India keeping Trincomalee oil tanks?” Dhammaratana Thera questioned the JVP leader.

“What is the deal with Ajih Delol who made Gotabaya Rajapaksa and Indian secret service puppets? Did you take or give an election bribe of $10 million from Indian businessmen? What did you speak about Adani’s renewable energy project which is looting? What is the role played by the US ambassador on getting Indian money or backing for your next election?”

AHEAD OF POLLS

Anura Kumara Dissanayaka’s visit comes as Sri Lankan President Ranil Wickremesinghe has signaled to hold presidential polls in October this year and Parliamentary polls in early 2025.

Though the island nation does not have accurate surveys on the popularity of political parties, informal surveys show people may elect a JVP-led government. The JVP has been a populour party in the past Sri Lankan elections as well, but it failed to capitalize it to win the poll, analysts say.

Anil Hewaththa Neththikumara, a ruling Sri Lanka Podujana Peramuna trade unionist at the state-run Sri Lanka Telecom said the Indian invitation is ahead of a possible Indian deal with Sri Lanka Telecom.

Sri Lanka has chosen Jio Platforms Ltd of India and Gortune International Investment Holding Ltd of Amsterdam as the two pre-qualified bidders for Sri Lanka Telecom under the State Owned Enterprises Structuring programme.

“All know that JVP is the radical outfit which organizes protest campaigns. An Indian firm is going to buy the Sri Lanka Telecom in the near future and this is just to make sure there is consensus over the deal and there are protests against that,” Neththikumara told reporters on Wednesday.

Analysts say Sri Lanka’s nationalist and leftist politicians have used anti-Indian sentiment to win votes when they face elections. Some of such moves have strained diplomatic relations with India in the past.
However, India helped when the island nation faced its worst ever economic crisis with a sovereign debt default in 2022.

Nationalist politician Udaya Gammanpila, leader of Pivithuru Hela Urumaya, welcomed the JVP move.

“JVP banned all Indian products except the Buddhism in the past. We appreciate the JVP’s change,” he said.

Wimal Weerawansa, another nationalist politician and leader of a JVP-breakaway party said the latest Indian invitation to the Marxist party is to sign the Economic and Technology Co-operation Agreement (ETCA) deal which is opposed by the majority of Sri Lankans. “As per information we have got, India is to sign an ETCA deal with Sri Lanka very soon. ETCA means opening both the Sri Lankan trade and labour market to India. That means depriving the opportunity for Sri Lankans,” Weerawansa told reporters.

“When they (India) want to make this (country) as a colony, they want to control all the political parties like kittens,” he said.

“I am not talking only about Anura Kumara Dissanayaka’s invitation. The next will be the Samagi Jana Balawegaya, the main opposition. What India wants is to give is a leg massage and keep (Sri Lanka) people happy and say don’t interfere on what they do.”

Deadline to submit electoral register Feb 29th

The Election Commission has issued a reminder to complete registration for the 2024 electoral register without delay.

Commissioner General of Elections Saman Sri Ratnayake said the relevant registration process should be completed before the 29th of February.

He said it is mandatory to include information of all family members or people staying at the residence over the age of 18 years, in the electoral register received at the relevant residence.

Accordingly, all persons who have not changed their permanent residence, who have changed their residence due to marriage, education or any other reason should be registered in the electoral register.

Ratnayake said the names of family members who are overseas should also be included in the electoral register, regardless of whether or not they can vote.

SJB vies for Indian favor ahead of Presidential Elections following NPP move

Hot on the heels of the National People’s Power (NPP) undertaking a familiarization tour of India with interactions with the top Indian officials, the main opposition Samagi Jana Balawegaya (SJB) has sought a similar opportunity from India, Daily Mirror learns.

The NPP led by its leader Anura Kumara Dissanayake is currently in India on a five –day tour. The NPP leaders have already held talks with Indian External Affairs Minister Dr.S.Jaishankar, National Security Advisor Ajit Doval and Foreign Secretary Vinay Mohan.

They were supposed to meet Chief Minister of Gujarat Bupendra Patel yesterday. Afterwards, they were expected to arrive in Kerala.

Sensing the political mileage from such engagements in India for a party like the NPP ahead of the presidential election, the SJB has sought a similar visit. According to an informed source, India has responded favourably to the request.

The rivalry between the SJB and the NPP is visible, with both parties vying to outmaneuver each other at every turn. The SJB, in particular, has expressed concern over why the NPP was granted the opportunity to engage with Indian officials first.

As the presidential election draws nearer, the intensity of political maneuvering and strategic alliances is expected to escalate, with both the NPP and the SJB leaving no stone unturned in their quest for victory.

CBK Back in Politics: Leads Broad Alliance for Upcoming Elections

Former Sri Lankan President Chandrika Bandaranaike Kumaratunga was appointed as the head of the Podujana Eksatha Peramuna’s (PA) leadership council.

The decision, announced by SLFP media spokesperson Thisara Gunasinghe, follows an executive council meeting held to amend the Podujana Eksatha Peramuna’s constitution on Tuesday (6).

The constitution of the Podujana Eksath Peramuna or the People’s Alliance was amended, allowing the Sri Lanka Freedom Party to contest the upcoming elections as a broader alliance under the symbol of the Chair.

The SLFP will hold a significant role within the Podujana Eksatha Peramuna, securing 25% representation on the leadership board and 50% power in the working committee under the amended constitution.

Gunasinghe further announced plans to appoint new office bearers for the Podujana Eksatha Peramuna.

A new party secretary will be selected on the 22nd of February.

Former Navy Commander Daya Sandagiri joins SJB

Former Sri Lanka Navy Commander Daya Sandagiri obtained membership of the Samagi Jana Balawegaya (SJB) from party leader Sajith Premadasa a short while ago.

Daya Sandagiri was the 14th Commander of the Sri Lanka Navy and former Chief of Defence Staff.

He was also appointed as an advisor on maritime and naval policies of the SJB, due to his expertise.

Chinese research vessel in Sri Lankan EEZ despite moratorium

A Chinese research ship, which was denied permission to enter the Exclusive Economic Zone of the Sea of Sri Lanka, is currently engaged in research within the said zone.

At the same time, a battle submarine belonging to the Indian Navy approached Colombo on Saturday while the Chinese ship was engaged in research activity.

The Chinese Research / Survery Vessel Xiang Yang Hong 3 is officially owned by the Third Institute of Oceanology, of the Chinese Ministry of Natural Resources.

Following the Sri Lankan government’s decision to decline permission for marine biology research in its exclusive economic zone, the Chinese research vessel ‘Xiang Yang Hong 3’ has diverted to the Maldives for logistical support.

The vessel is currently conducting marine geophysical surveys in the southwestern waters of Sri Lanka.

An analysis of data systems and platforms for maritime vessel tracking, suggests that the research vessel ‘Xiang Yang Hong 3’ was present within the Sri Lankan Exclusive Economic Zone or the Sea of Sri Lanka.

The Chinese Embassy had previously submitted a request for Sri Lankan approval to conduct marine biology research activities between January 5th and February 20th, 2024.

India had expressed concerns about the research activities. Ultimately, Sri Lanka decided not to grant permission to any foreign research vessel to operate in its waters, citing various factors in its decision.

The Ministry of Foreign Affairs later announced that Sri Lanka has implemented a one-year moratorium on foreign research vessels entering its waters.

Despite these events, The Xiang Yang Hong 3, a Chinese research vessel, is currently located outside Sri Lankan territorial waters but within the country’s Exclusive Economic Zone (EEZ).

It is reportedly conducting research activities there.

Notably, over 17 Chinese research vessels have operated in Sri Lankan waters in the past few years, with some visits approved by Sri Lankan authorities.

Previously, the Xiang Yang Hong 3 visited Sri Lanka twice, most recently on 13th December 2017 with Sri Lankan permission.

INS ‘Karanj’ – a submarine of the Indian Navy arrived at the port of Colombo on Saturday (3) on a formal visit.

Indian reports said that Indian Navy’s submarine INS Karanj was dispatched to Sri Lanka to conincide with the island nation’s Indepdence Day.

According to the Hindustan Times, Sri Lanka welcoming the Indian Navy submarine INS Karanj after shutting its ports to Chinese submarine and research vessel marks a diplomatic win for India amid a tiff over China’s maritime movement in the Indian Ocean Region (IOR).

It added that the Indian Submarine visited Sri Lanka to participate in a submarine awareness program.

The report said that the Indian Submarine was sent to one of Lanka’s main ports to convey a message to Beijing and Male as Chinese spy ship Xiang Yang Hong 3 continues to sail towards the Maldives.

It added that the move was aimed at highlighting India’s role as the primary security provider in the Indian Ocean Region.

Funds for PC and LG polls to be allocated from 2025 Budget?

The expenditure of the upcoming Presidential Election and General Election must be managed using the Rs. 10 billion allocated in the 2024 Budget, the Cabinet of Ministers has noted.

At the Cabinet meeting on Monday (Feb.05), the ministers took into account the fact that the budgetary allocation made within the financial stamina of the government and the financial provisions have to be managed to cover the expenditures of the two elections.

Further, it was observed that the funds required for conducting Provincial Council and Local Government elections should be released from the 2025 Budget, due to the limited financial situation.

The lawmakers were of the view that, after conducting these two elections in 2025, revisions for the applicable laws should be introduced subject to amendments of the parliament, if required, based on the scheduled recommendations to be presented by the test commission to the parliament declared by the Extraordinary Gazette No.2354/06 dated 16 October 2023, as well as established under Test Commissions Act (Authority 393) No. 17 of 1948.

The Cabinet of Ministers also decided to grant their concurrence to take necessary measures based on the submissions made by the President.

Motion filed against NPP’s registration as a political party

A motion was filed before the Supreme Court today (Feb.06) challenging the registration of the National People’s Power (NPP) by the Election Commission.

Vinivida Foundation’s secretary Attorney-at-Law Nagananda Kodituwakku has put forward the motion pertaining to a petition filed against the Election Commission’s decision to reject the registration of ‘Vinivida Foundation’ as a political party.

Kodituwakku claims that the registration of NPP, which is part of Janatha Vimukthi Peramuna (JVP), as a political party is completely against the law.

Pursuant to Article 103(2) of the Constitution, registering different branches of one party as separate political parties is in violation of the election laws, he alleges.

It also violates the right to free and fair elections guaranteed by the Constitution, Kodituwakku pointed out further, seeking permission from the Supreme Court to make submissions in this regard.

Sri Lankan Catholic church to begin canonization process for hundreds killed in Easter attacks

The Archdiocese of Colombo, Sri Lanka, is set to begin the canonization process for the hundreds of faithful killed in the 2019 Easter Sunday terrorist attack in the country, an archdiocesan official confirmed with CNA.

Fr. Joy Indika Perera, a representative for Cardinal Malcolm Ranjith of Colombo, told CNA in an email last week that the archdiocese plans to submit a petition to the Vatican to declare those killed in the Easter Sunday attacks “martyrs of faith.”

Fr. Perera said the archdiocese will be submitting the petition on April 21, exactly five years after the attacks took place. That is the minimum amount of time required by the Church to open a person’s canonization cause.

The petition will be submitted to the Vatican’s Dicastery for the Causes of Saints.

Eight suicide bombers targeted two Catholic churches, one evangelical church, three luxury hotels, and other locations on April 19, 2019, killing an estimated 269 people and injuring more than 500.

Perera said that 216 Catholics from two different churches, St. Sebastian and St. Anthony, “were massacred in cold blood” in the attack.

Shortly after the attacks, the Islamic State claimed responsibility for the bombings. The Sri Lankan government determined the attack to have been carried out by a local radical Islamist group known as National Thowheeth Jama’ath, with the assistance of foreign groups.

Out of fear of additional attacks, in-person Masses were suspended and Catholic schools were closed in the archdiocese for several weeks.

Speaking on behalf of the cardinal, Fr. Perera criticized the government’s response to the massacre, accusing it of still doing its best to “hide” information about the attacks and those responsible.

“Cardinal Ranjith has been always insisting on the discovery of [the] truth behind these attacks as there are clear indications that it was a deliberate act of political manipulation by some interested parties who made use of the Islamic extremists for their diabolical plot,” Perera said.

“Up to now no serious investigation has taken place in order to find out the real cause of this massacre,” he added.

Maithripala Sirisena, who was president of Sri Lanka at the time, created a five-person commission to investigate the attacks. In October 2020, five suspects arrested in connection with the attacks were released by the government, citing a lack of evidence.

The trial of 25 of the men accused of preparing the attacks began in November 2021 but was adjourned in January 2022.

In January 2023 a seven-judge panel from Sri Lanka’s Supreme Court found Sirisena and four other high-ranking government officials liable for the massacre because they possessed but failed to disclose credible information warning of the attacks. The court ordered Sirisena to pay victims’ families a total of $273,000 from his personal funds while other officials were similarly disciplined.

In April 2022, Pope Francis urged the government of Sri Lanka to take greater action to identify the perpetrators and bring justice for the victims and their families. “Please and for the sake of justice, for the love of your people, may it be clarified definitively who was responsible for these events. This will bring peace to your conscience and to the nation,” the pope said.

Perera said the cardinal is prioritizing opening the Easter martyrs’ canonization because he is convinced they died for their faith.

He “believes that since they were exercising an act of faith by coming to the church to participate in the liturgy of the risen Lord and to take part in spiritual activities of their own free will, and they had to lay down their lives for having done that, this fact itself is a cause good enough to promote them to the level of Servants of God and martyrs of the faith,” Perera said.

Perera said the archdiocese hopes to receive approval from the Holy See and that “once this approval is given, we will work on the process of beatification and consider them Servants of God.”

Keheliya resigns as Environment Minister

SLPP MP Keheliya Rambukwella, who is currently in remand custody, has tendered his resignation as the Minister of Environment.

Accordingly, he had submitted his letter of resignation as the Minister of Environment to President Ranil Wickremesinghe, who has accepted the resignation.

The former Health Minister was remanded on 03 February, following his arrest by the Criminal Investigation Department (CID) on 02 February, in connection with the procurement of substandard human intravenous immunoglobulin (IVIG).

Later that day he was admitted to the Prison Hospital on medical recommendation.

The arrest came hot on the heels of pressure from civil society activists and health sector trade unionists, who called for the immediate apprehension of the lawmaker.

Prior to the apprehension of Rambukwella, seven arrests had been made in connection with the drug procurement scam. But the fifth accused was later released on bail.

As such, the former Health Secretary, the Director of the Health Ministry’s Medical Supplies Division (MSD) and three other officials of the same division, as well as the owner of the company, which is said to have supplied the substandard batch of immunoglobulin vials, now remain in custody on remand.

In October 2023, the NMRA revealed that forged documents were found to have been submitted for Customs clearance to procure a batch of 22,500 vials containing human immunoglobulin, an antibody produced by blood plasma cells, which later failed the quality tests.

The product, which was said to have been manufactured by Livealth Biopharma Pvt Ltd. India and imported by a local medicine supplier called Isolez Biotech Pharma AG (Pvt) Ltd. However, the India-based manufacturer has denied having a hand in this fraudulent activity and communicated to the NMRA that it has neither manufactured, supplied nor exported these products to any party.

After the human immunoglobulin scandal came to light, Rambukwella was stripped of health ministerial portfolio and was appointed as the Environment Minister in a Cabinet reshuffle in October. Dr. Ramesh Pathirana was appointed as the Health Minister in addition to his current portfolio as Minister of Industries.
