President & PM extends wishes for China National Day

Today marks China National Day, which is celebrated on 01 October to commemorate the founding of the People’s Republic of China in 1949.

The People’s Republic of China was inaugurated on October 1, 1949, on the day which an official victory celebration and ceremony were held in Tian’anmen Square. Mao Zedong raised the first Communist national flag of China in person amid 300,000 soldiers and other people who were gathered at the square on the day.

The Republic commemorates the National Day with a ‘Flag raising ceremony’ at Tian’anmen Square. The square is often decorated with flags and portraits.

President Gotabaya Rajapaksa and Prime Minister Mahinda Rajapaksa extended their wishes to China today (01).

Indian Foreign Secretary to visit Jaffna

Indian Foreign Secretary Shri Harsh Vardhan Shringla is expected to visit Jaffna during an official visit to Sri Lanka.

The Indian Foreign Secretary will undertake an official visit to Sri Lanka from 2-5 October 2021 at the invitation of the Foreign Secretary Admiral Prof. Jayanath Colombage.

The visit will contribute towards consolidating the longstanding multifaceted relations and enhance bilateral partnerships between two countries.

Apart from the bilateral discussion with the Sri Lankan Foreign Secretary, the Foreign Secretary Shringla’s programme includes a call on the President, Prime Minister, Minister of Finance, and the Foreign Minister.

The visiting Foreign Secretary is also expected to visit Kandy, Trincomalee and Jaffna during his stay in Sri Lanka, the Foreign Ministry said today.

This will be his first visit to Sri Lanka since assumption of office as the Foreign Secretary of India.

Indictment Served On Hemasiri And Pujith Over Easter Sunday Attacks: 864 Charges Filed Against Each Accused

Former Defense Secretary Hemasiri Fernando and former IGP Pujith Jayasundara have been indicted by the Colombo High Court on charges of criminal negligence and murder for failing to take action to prevent the terrorist attack on Easter Sunday.

When the cases were taken up before a three-judge bench comprising Namal Balalle, Aditya Patabendi and Mohamed Irshadeen today, the Attorney General handed over the indictments filed against the accused.

Deputy Solicitor General Dileep Peiris, appearing for the plaintiff, stated that 864 charges had been filed against each of the accused.

However, the Deputy Solicitor General has stated that the charges have been amended and 855 charges have been filed against each of the accused and 1,215 persons have been named as witnesses in the complaint.

The Deputy Solicitor General said that the Attorney General had informed the Chief Justice in writing about the amendment and that the Chief Justice had approved to amend the charge sheets and continue.

Accordingly, Deputy Solicitor General Dileep Peiris requested the court to set a date for the hearing.

Defendants’ attorneys asked the court to give them a date to study the indictment and explain the defendant’s position.

Accordingly, the trial will begin on November 22 and will continue until November 29.

Two Japanese naval ships ‘Kaga’ and ‘Murasame’ scheduled to visit Colombo

The Indo-Pacific Deployment 2021 (IPD21) unit of the Japan Maritime Self-Defense Force (JMSDF), which is composed of “JS KAGA (DDH-184)”, one of the biggest vessels of the JMSDF and “JS MURASAME (DD-101)”, are scheduled to make a goodwill visit to the Colombo Port.

The helicopter carrier Izumo class destroyer JS Kaga and Murasame-class destroyer JS Murasame will visit from 2nd to 4th October, 2021.

Prior to the arrival in Sri Lanka, the JMSDF vessels have made several goodwill visits to countries in the Pacific region and participated in bilateral and multilateral naval exercises.

This visit will contribute to further strengthening the friendly relationship between Sri Lanka and Japan, the Embassy of Japan in Colombo said.

Money Printing in Record High of Rs 1.6689 T

Government of Sri Lanka’s (GoSL’s) face value money printing (FVMP) debt increased by 1.39 per cent (Rs 22,870 million) to a new record high of Rs 1,668,935.61 million (Rs 1.6689 trillion) yesterday due to a lack of revenue. GoSL’s FVMP debt has been over Rs 1 trillion for a record 50 consecutive market days to yesterday.

Meanwhile, of this Rs 22,870 million increase in GoSL’s FVMP debt, yesterday, Rs 2,608 million was demand-pull inflationary causing. In related developments, GoSL’s highest to the twenty third highest FVMP debt, has been registered in the 23 consecutive market days to yesterday though not necessarily in a particular order.

The highest, Rs 1.6689 trillion was registered yesterday, the second highest Rs 1.6545 trillion was recorded on Tuesday 28 September, the third highest Rs 1.6461 trillion on Wednesday 29 September, fourth highest Rs 1.6328 trillion on Monday 27 September, fifth highest Rs 1.6106 trillion on Thursday 23 September, sixth highest Rs 1.6074 trillion on Wednesday 22 September, seventh highest Rs 1.6071 trillion on Friday 17 September, eighth highest Rs 1.6028 trillion on Tuesday 21 September, ninth highest Rs 1.6023 trillion on Friday 24 September, tenth highest 1.5776 trillion on 16 September, eleventh highest Rs 1.5560 trillion on 14 September, twelfth highest Rs 1.5498 trillion on 15 September, thirteenth highest Rs 1.5429 trillion on 13 September, fourteenth highest Rs 1.5409 trillion on 10 September, fifteenth highest Rs 1.5324 trillion on 8 September, sixteenth highest Rs 1.5307 trillion on 7 September, seventeenth highest Rs 1.5306 trillion on 9 September, eighteenth highest Rs 1.5285 trillion on 3 September, nineteenth highest Rs 1.5279 trillion on 6 September, twentieth highest Rs 1.5118 trillion on 2 September, twenty first highest Rs 1.4991 trillion on 1 September, twenty second highest Rs 1.3658 trillion on 31 August and twenty third highest Rs 1.3177 trillion on 30 August, respectively. GoSL’s FVMP debt is equivalent to the FV of Central Bank of Sri Lanka’s (CBSL’s) Treasury (T) Bill and T Bond holdings. The only mandated authorised body to print money is CBSL.

COVID-19 death toll surges to 12,964 with 58 more deaths

A total of 58 more COVID-19 related deaths that occurred yesterday (30) were confirmed by the Director-General of Health Services today pushing the death toll to 12,964.

According to the Government Information Department, 31 females and 27 males are among the deceased.

A total of 48 people who are above 60 years of age are among the deceased while 10 of them are between 30 and 59 years of age.

No death has been reported below 30 years of age.

India foreign secy to visit Sri Lanka ahead of China-backed Port City groundbreaking

India foreign secretary Harsh Vardhan Shringla is likely to visit Sri Lanka early October, India’s The Hindu reported, amid strained ties and ahead of a groundbreaking ceremony at the China-backed Port City for what will be the first building to go up on the reclaimed land.

The Port City is expected to play a vital role in China’s multi-billion-dollar Belt and Road Initiative (BRI) which has raised security concerns for India in the Indian Ocean region, diplomats have said.

“Harsh Vardhan Shringla is likely to inaugurate some key bilateral projects,” The Hindu said on its website.

Shringla’s visit comes as the diplomatic relations between the two neighbours was severed after Prime Minister Mahinda Rajapaksa unilaterally cancelled a 500 million US dollar tripartite East Container Terminal (ECT) deal in February this year citing trade union pressure.

Instead, Colombo gave the West Container Terminal to India’s privately owned Adani group which has tied up with Sri Lanka’s John Keells Holdings to accomplish the 700 million US dollar project.

The ECT deal was signed among the governments of India, Japan, and Sri Lanka. The deal was originally signed under former Prime Minister Ranil Wickremesinghe.

Diplomats have told EconomyNext that both President Gotabaya Rajapaksa and Prime Minister Mahinda Rajapaksa have committed to go ahead with the ECT deal and a liquefied natural gas (LNG) deal.

The ruling Sri Lanka Podujana Peremuna (SLPP) has opposed Indian projects and has vowed to cancel them. The Rajapaksa government also cancelled a 293 million dollar Mattala Airport project which was to be given to India.

The strained ties between the two countries come at a time when China is leap frogging in investing in Sri Lanka and financing for the island nation’s infrastructure projects.

Sri Lanka’s parliament has already passed the Port City Bill, creating the country’s first Special Economic Zone amid controversy and complaints around sovereignty issues.

The Port City was to start its groundbreaking for the first high rise building in the Colombo International Financial City (CIFC) on Sept. 17, coinciding with the seventh anniversary of the project which was personally launched by Chinese President Xi Jinping.

The groundbreaking ceremony at the Colombo International Financial City (CIFC) of the Port City of was postponed amid both the president and prime minister being on foreign trips. The ceremony is expected to take before the end of this year.

Govt. neglecting its duty to expose truth behind Easter Attack – NCCSC

The National Catholic Centre for Social Communication alleges the government is neglecting its duty to exposing the truth behind the 2019 April 21st Attacks.

The National Catholic Centre for Social Communication operates under the direct supervision of the Catholic Bishops’ Conference of Sri Lanka.

In a statement, it noted that this should be made a turning point to ensure that justice is served, national security is secured and such crimes do not repeat.

The National Catholic Centre for Social Communication says law enforcement is chasing after the civil activists and priests who label the events as a conspiracy while demanding the true perpetrators of the Easter Sunday attacks are exposed.

The statement noted that certain groups are drafting plans to weaken those who call for justice, and the National Catholic Centre for Social Communication questions why are these attempts being made and at whose request.

The National Catholic Centre for Social Communication noted that the Government that has not deployed its forces to track down the real criminals is engaged in disgraceful acts that even anger the general public.

The National Catholic Centre for Social Communication notes that two police officers were appointed to senior ranks, while the Presidential Commission that probed the Easter Sunday Attacks recommended for them to be prosecuted.

The National Catholic Centre for Social Communication says it is concerning if the government is wasting time until the entire county forgets the incident.

India’s Adani Group signs BOT deal to develop WCT of Colombo Port

India’s Adani Group has signed a Build-Operate-Transfer (BOT) agreement with its local partner John Keells Holding s (JKH) and Sri Lanka Ports Authority (SLPA), to jointly develop the West Container Terminal (WCT) of the Colombo Port.

The agreement will be an investment exceeding USD 700 million.

In March, the WCT of the Colombo Port was approved to be developed as a Public-Private Limited Company in partnership with India’s Adani Ports and Special Economic Zone Limited (APSEZ Consortium) along with its local representative John Keells Holding PLC (APSEZ Consortium), and SLPA.

The terminal is to be developed on a 35-year Build, Operate, and Transfer (BOT) basis with the aforementioned stakeholders.

The port terminal will have a quay length of 1,400 meters and a depth of 20 meters, making it a prime trans-shipment cargo destination to handle ultra-large container carriers, according to the filing from Adani Ports.

It will be the first-ever Indian port operator in Sri Lanka and hold 51% in the joint venture.

Parliament to meet five days next week

Leaders of political parties representing Parliament has decided to hold sittings for five days next week, Chief Government Whip Johnston Fernando said today.

Parliament sessions will be held on October 4, 5, 6, 7 and 8 next week after the lockdown was lifted.

“Monday October 4 will be confined to oral questions raised by the MPs to be answered by the Ministers,” Minister Fernando said.

Meanwhile, Serjeant -at -Arms Narendra Fernandso told Daily Mirror that the House will take up some important legislations including the Petroleum Resources Amendment Bill, Registration of electors /amendment Bill , EPF Amendment Bill next week while a full day’s debate on Mid-year Fiscal Situation has also been lined up for the week.
