Modi hopes Sri Lanka fulfils the aspirations of the Tamils and conducting the Provincial Council Elections

Indian Prime Minister Narendra Modi said that India hopes that the new Sri Lankan Government will fulfil the aspirations of the Tamil people.

He said he hopes Sri Lanka will fulfil the commitment towards fully implementing the Constitution of Sri Lanka and conducting the Provincial Council Elections.

The Indian Prime Minister said this in remarks made after meeting President Anura Kumara Dissanayake in New Delhi on Monday.

Full remarks:

I warmly welcome President Disanayaka to India.

I am pleased that you chose India for your first foreign visit, as President.

President Disanayaka’s visit has infused renewed dynamism and energy in our relationship.

We have adopted a futuristic vision for our partnership.

We have laid emphasis on investment-led growth and connectivity in our economic partnership.

And have decided that physical, digital and energy connectivity shall be the key pillars of our partnership.

We shall work towards establishing electricity-grid connectivity and multi-product petroleum pipelines between both the nations.

The Sampur Solar Power Project shall be accelerated.

Additionally, LNG shall be supplied for Sri Lanka’s power plants.

Both sides shall endeavour to accomplish ECTA soon, to promote bilateral trade.

Till date, India has extended grants and Lines of Credit worth USD 5 Billion to Sri Lanka.

We have been providing support to all the 25 districts of Sri Lanka.

Our projects have always been selected on the basis of developmental preferences of our partner countries.

Taking forward this developmental support, we have decided to provide a grant support towards the rejuvenation of the signaling system of Maho to Anuradhapura Rail Section and Kankesanthurai Port.

As part of our educational cooperation, we will be providing monthly scholarships to 200 students of Jaffna and universities in Sri Lanka’s Eastern region.

In the next five years, 1500 Sri Lankan civil servants will be trained in India.

Along with housing, renewable energy and infrastructure, India will also extend its support to Sri Lanka in the sectors of agriculture, dairy and fisheries.

India shall partner for the Unique Digital Identity project in Sri Lanka.

President Disanayaka and I are in full agreement that our security interests are interconnected.

We have decided to quickly finalise the Security Cooperation Agreement. We have also agreed to cooperate on Hydrography.

When India declared the Pali language as a Classical Language, Sri Lanka joined us in this celebration.

The Ferry Service and the Chennai-Jaffna flight connectivity have not only boosted tourism but have also reinforced cultural ties.

We have jointly decided that, post the successful launch of the Nagapattinam – Kankesanthurai Ferry service, we will also initiate a ferry service between Rameshwaram and Talaimannar.

Work shall also be initiated to realize the immense potential in tourism through the Buddhism Circuit and Sri Lanka’s Ramayana Trail.

We also spoke at length about the issues related to the livelihood of our fishermen.

We both agreed that we must adopt a humanitarian approach towards this matter.

Tamil parties firm and united on federal system for Sri Lanka

Tamil nationalistic political parties are united in reiterating their stand for a federal system, while firmly rejecting the existing unitary state structure.

The National People’s Power (NPP) government under President Anura Kumara Dissanayake has vowed to continue with the unitary setup with foremost place given to Buddhism in the planned new constitution likely to be placed before the parliament.

After the recently concluded parliament election, this is the first time the Tamil nationalistic parties have met to discuss a subject that they consider the fundamental issue to the decades-long civil war and majoritarianism in the country.

The Tamil National People’s Front (TNPF) had taken the initiative to organize the discussion according to the leaders of various parties who exchanged their thoughts.

TNPF says the purpose of the interactive dialogues is based on the proposals put forward by the Tamil People’s Forum, a forum comprising various Tamil public organizations and activists in 2016, focusing on the issues faced by Tamils and solutions to them when the new constitution is being drafted.

Anura Kumara Dissanayake-led NPP government has expressed its desire to bring about a draft constitution based on the one devised by the Maithiripala Sirisena-Ranil Wickremesinghe regime based on a unitary state structure with foremost importance given to Buddhism.

A resolution passed on the 31st of January 2016, under the chairmanship of the former Chief Minister of the Northern Province and a former judge of the Supreme Court C.V.Wigneswaran stressed Sri Lanka should be a Federal Republic. That meeting of the Tamil People’s Forum was held at the Veerasingham hall in Jaffna.

Local journalists say the leader of the TNPF and Jaffna District MP Gajendrakumar Ponnambalam met Vanni District MP representing the Democratic Tamil National Alliance and leader of the Tamil Eelam Liberation Organization (TELO) Selvam Adaikalanathan at Mannar on the International Human Rights Day.

They are said to have discussed a common strategy about the stand to be taken by the representatives of the Tamils when the draft of the proposed new constitution is placed in the Parliament.

“At a time when a new constitution is planned to be brought that too where it has been publicly announced it will be a unitary state system, we discussed how we are going to face in parliament and shared the stand of the TNPF and the Tamil when such a draft constitution is placed in the house”.

Subsequently, Gajendrakumar Ponnambalam met with another senior Tamil MP representing the Ilankai Tamil Arasu Katchi (ITAK) from Jaffna, Sivagnanam Siritharan, at his house to discuss strategies.

Siritharan said the discussion focused on matters of common interest, the welfare, and future of the Tamil people, and the need for the Tamils to vote for a federal system when the voting on the referendum about the proposed new constitution takes place.

“When a new constitution is being brought, this government will definitely try to place a solution under the unitary system. If such a system is proposed and put to vote in a referendum, and if the Tamils vote for a unitary state, based on that vote, a message will be spread that Tamils have rejected a federal system and have accepted the unitary setup. So, when we are fighting for a federal system, there is a need to create an awareness among the people at this time,” he said.

Local journalists say the talks initiated and led by the TNPF leader Gajendrakumar Ponnambalam will continue into January 2025.

Tamil People’s Forum

The 44-page resolution passed by the Tamil People’s Forum (TPF) in 2016 pointed out, the fundamental problem for all the issues in Sri Lanka is the country being a Sinhala, Buddhist country.

They also proposed the establishment of a multi-national Sri Lankan state, while emphasizing the unique identity of the Tamils, their right to self-determination, and recognizing the political aspirations of the Muslim and upcountry Tamils.

International intervention

The Tamil People’s Forum also insists before writing a new constitution, an agreement should be reached between the Sinhala, Tamil, and Muslim people about the long-term vision of the government, and such an agreement should be signed with the representatives of America, India, or the UN including them and signed in the presence of a third party.

The TPF also said that such an agreement should include the recognition of the Tamil Nation, their right to self-determination, sovereignty, power sharing in a Federal system, traditional homeland, accountability for alleged crimes during wartime, release of political prisoners, returning of lands under the control of the army, withdrawal of the army from the Tamil areas, stopping of forced colonization by the government, reforming the defence ministry, ensuring past crimes and atrocities are not repeated. All these were incorporated in their resolution passed in Jaffna in 2016.

The resolution also made it amply clear that Sri Lanka should be a Federal Republic and it should have two components, the state and the central government.

It also demands the merger of the North and East as described in the 1978 constitution and emphasizes the President should consult the Chief Minister of the province and seek his advice when a governor is appointed.

TPF in their 2016 proposal also states the role of the governor shall be ceremonial except when emergency is proclaimed in the country.

Talks with the President

Meanwhile, all the ITAK MPs elected in the recently held general election met President Anura Kumara Dissanayaka on 04 December at his office. After the discussion, MP Shanakkiyan Rasamanikkam told journalists in Colombo they discussed the political solution expected by the Tamil people, and long-term issues faced by the Tamils in the North and East, and briefed the President in detail about these and suggested solutions.

“We expect a Federal political solution with a united North and East. We informed this as our party’s stand. We spoke about the release of political prisoners. We expressed our opposition to the continued use of the Prevention of Terrorism Act. We also discussed land grabbing, Mahaweli, Forest Department, Coast Guard, and the removal of military camps and the land grabbing taking place through those departments. We also talked about justice for our disappeared people.”

MP Rasamanikkam told journalists that the President told their delegation the political solution could be examined when a new constitution is being written.

India and Sri Lanka agree to continue with power and energy projects

India and Sri Lanka on Monday agreed to continue with several key power and energy projects, including the solar power project in Sampur and a multi-product pipeline from India to Sri Lanka for supply of affordable and reliable energy.

Issuing a joint statement Indian Prime Minister Narendra Modi and President of Sri Lanka Anura Kumara Dissanayake said that they had comprehensive and fruitful discussions at their meeting in New Delhi on Monday, during the latter’s State Visit to the Republic of India.

The two leaders reaffirmed that the India-Sri Lanka bilateral partnership is underpinned by deep-rooted cultural and civilizational ties, geographical proximity and the people-to-people relation.

President Disanayaka conveyed his deep appreciation for the unwavering support extended by India to the people of Sri Lanka during and after the unprecedented economic crisis in 2022. Recalling his profound commitment to fulfilling the aspirations of the Sri Lankan people for a prosperous future, greater opportunities, and sustained economic growth, he looked forward to India’s continued support for the achievement of these objectives. Prime Minister Modi assured President Disanayaka of India’s full commitment in this regard, in keeping with the special place Sri Lanka occupies in India’s ‘Neighbourhood First’ policy and ‘SAGAR’ vision.

Both leaders acknowledged that bilateral ties had deepened over the years and contributed significantly to the socio-economic development of Sri Lanka. Underscoring the potential for further cooperation, both leaders affirmed their commitment to progress the relationship between India and Sri Lanka to a mutually beneficial comprehensive partnership for the well-being of the peoples of the two countries.

Political Exchanges

Acknowledging the increased political interactions in the last decade and their contribution towards deepening the bilateral ties, both leaders agreed to further intensify political engagements at leadership and ministerial levels.

The two leaders also underscored the importance of regular parliamentary level exchanges to promote democratic values and share expertise on their institutional best practices.

Development Cooperation

The two leaders acknowledged the positive and impactful role of India’s development assistance to Sri Lanka that has significantly contributed to its socioeconomic growth. President Disanayaka appreciated India’s continued support for the implementation of projects despite the ongoing debt restructuring. He further acknowledged India’s decision to extend grant assistance for projects that were originally undertaken through Lines of Credit, thereby reducing the debt burden of Sri Lanka.

Reaffirming their commitment to work closely in further intensifying people oriented development partnership, both leaders agreed to:

i. Work together for the timely completion of ongoing projects such as Phase III & IV of Indian Housing Project, 3 (three) Islands Hybrid Renewable Energy Project and High Impact Community Development Projects across Sri Lanka;

ii. Extend full support towards timely implementation of projects for the Indian Origin Tamil community, Eastern Province, and solar electrification of religious places in Sri Lanka;

iii. Identify new projects and areas of cooperation for development partnership, in accordance with the needs and priorities of the Government of Sri Lanka.

Training and Capacity Building

Underlining India’s role in extending capacity building support to Sri Lanka and factoring the need for customized training and capacity building in different fields in Sri Lanka, the leaders:

i. Agreed to organise focused training of 1500 Sri Lankan civil servants across ministries and departments over a period of five years through the National Centre for Good Governance in India; and

ii. Committed to explore further training programmes for Sri Lankan officials in civil, defence and legal domains among other areas, in keeping with the requirements of Sri Lanka.

Debt Restructuring

President Disanayaka thanked Prime Minister Modi for India’s support in stabilizing the Sri Lankan economy through unparalleled and multi-pronged assistance including emergency financing and forex support worth USD 4 billion. He acknowledged India’s crucial assistance in Sri Lanka’s debt restructuring process, including as co-chair of the Official Creditors’ Committee (OCC), as being instrumental in finalising the debt restructuring discussions in a timely manner. He further thanked the Government of India for extending financial assistance of USD 20.66 mn to settle payments due from Sri Lanka for projects completed under existing Lines of Credit thereby significantly reducing the debt burden at a critical time.Underscoring the close and special ties with Sri Lanka, Prime Minister Modi reiterated India’s consistent support to the country in times of need and in its quest for economic recovery and stability, and prosperity for its people. The leaders instructed officials to finalize discussions on the bilateral MoU on Debt Restructuring.

Both leaders agreed that a strategic shift from debt-driven models towards investment led partnerships across different sectors would ensure a more sustainable path to economic recovery, development and prosperity in Sri Lanka.

Building Connectivity

The leaders underlined the importance of greater connectivity and acknowledged the presence of complementarities between the two economies which could be harnessed for economic development and growth of both countries. In this regard:

i. While expressing satisfaction at the resumption of the passenger ferry service between Nagapattinam and Kankesanthurai, they agreed that officials should work towards the early recommencement of the passenger ferry service between Rameshwaram and Talaimannar.

ii. Explore the possibility of jointly working on rehabilitation of Kankesanthurai port in Sri Lanka, which will be implemented with grant assistance from the Government of India.

Energy Development

Emphasizing the need for reliable, affordable and timely energy resources for ensuring energy security and meeting basic needs of the people, both leaders underscored the importance of strengthening cooperation in the energy sector and facilitation towards timely implementation of ongoing energy cooperation projects between India and Sri Lanka. In this regard, the leaders agreed to:

i. Take steps towards the implementation of the solar power project in Sampur and further augment its capacity as per the requirements of Sri Lanka.

ii. Continue consideration of the several proposals which are in different stages of discussion including:

(a) supply of LNG from India to Sri Lanka.

(b) establishment of a high-capacity power grid interconnection between India and Sri Lanka.

(c) cooperation amongst India, Sri Lanka and UAE to implement a multi-product pipeline from India to Sri Lanka for supply of affordable and reliable energy.

(d) joint development of offshore wind power potential in Palk Straits, while prioritizing environmental protection including fauna and flora.

Acknowledging the ongoing cooperation in the development of Trincomalee Tank Farms, both leaders decided to support the development of Trincomalee as a regional energy and industrial hub.

People-Centric Digitization

Acknowledging the successful experience of India in people-centric digitization, which has helped in improving governance, transforming service delivery, ushering transparency, and contributing to social welfare, President Disanayaka conveyed his government’s interest in exploring the establishment of similar systems in Sri Lanka with Indian assistance. Prime Minister Modi conveyed India’s readiness in fully supporting Sri Lanka’s efforts in this regard. In this context, the two leaders agreed to:

i. Expedite implementation of Sri Lanka Unique Digital Identity (SLUDI) project to aid the country in its efforts to improve delivery of government services to the public;

ii. Collaborate on avenues to fully roll out Digital Public Infrastructure (DPI) in Sri Lanka with assistance from India.

iii. Establish a Joint Working Group to explore the implementation of a DPI stack in Sri Lanka based on experience and systems already established in India, including advancing ongoing technical discussions on the implementation of DigiLocker in Sri Lanka.

iv. Promote digital financial transactions by extending the use of UPI digital payments for the benefit of both countries and in keeping with payment systems related regulatory guidelines of both countries.

v. Continue bilateral exchanges to garner learnings from India’s Aadhaar platform, GeM portal, PM Gati Shakti digital platform, digitized customs and other taxation procedures, with a view to exploring the benefits of establishing equivalent systems in Sri Lanka.

Education and Technology

With a view to supporting human-resource development and promoting innovation and technology in Sri Lanka, the two leaders agreed to:

i. Seek to expand collaboration in research and development in sectors such as agriculture, aquaculture, digital economy, health and other areas of mutual interest.

ii. Explore cooperation between educational institutions of both countries.

iii. Foster cooperation between Start-up India and Information Communication Technology Agency of Sri Lanka (ICTA), including for mentorship for Sri Lankan start-ups.

Trade and Investment Cooperation

The two leaders appreciated that the India-Sri Lanka Free Trade Agreement (ISFTA) has enhanced the trade partnership between the two countries, while acknowledging that there is immense potential for further expanding the trade ties Underscoring the pace of economic growth and opportunities in India as well as the growing market size and its potential for enhancing trade and investment for Sri Lanka, both leaders agreed that it is now opportune to further enhance the trade partnership by committing to:

i. Continue discussions on the Economic & Technological Cooperation Agreement.

ii. Enhance INR-LKR trade settlements between the two countries.

iii. Encourage investments in key sectors in Sri Lanka to enhance its export potential.

The two leaders agreed on the need to continue discussions for the early finalization of the proposed bilateral Social Security Agreement.

Agriculture and Animal Husbandry

Both leaders appreciated the ongoing collaboration for the development of the dairy sector in Sri Lanka with the aim of promoting self-sufficiency and nutritional security.

Noting President Disanayaka’s emphasis on agricultural modernization, the two leaders agreed to establish a Joint Working Group to examine possibilities for the comprehensive development of the agricultural sector in Sri Lanka.

Strategic & Defence Cooperation

Recognizing shared security interests of India and Sri Lanka, both leaders acknowledged the importance of regular dialogue based on mutual trust and transparency and giving primacy to each other’s security concerns. As natural partners, both leaders underscored the common challenges faced by the two countries in the Indian Ocean Region and reaffirmed their commitment to work together in countering traditional and non-traditional threats as well as to ensure a free, open, safe and secure Indian Ocean Region. India being Sri Lanka’s closest maritime neighbour, President Disanayaka reiterated Sri Lanka’s stated position of not permitting its territory to be used in any manner inimical to the security of India as well as towards regional stability.

Expressing satisfaction at the ongoing defence cooperation in training, exchange programs, ship visits, bilateral exercises and assistance to augment defence capabilities, both leaders agreed to advance maritime and security collaboration.

President Disanayaka thanked India for its support through the provision of a Dornier Aircraft for maritime surveillance; and establishment of the Maritime Rescue and Coordination Centre in Sri Lanka amongst other assistance vital for Sri Lanka to enhance its maritime domain awareness. He further appreciated India’s role as a ‘first responder’ for Sri Lanka in the field of Humanitarian Assistance and Disaster Relief. Importantly, the recent success in collaboration efforts of Indian and Sri Lanka Navies in the seizing of vessels trafficking a large quantity of narcotics with suspects was mentioned and President Disanayaka expressed his gratitude to the Indian Navy.

As a trusted and reliable partner, India conveyed its continued commitment to working closely with Sri Lanka in advancing its defence and maritime security needs and extending necessary assistance towards augmenting its capabilities to address its maritime challenges.

Taking cognizance of various security threats such as terrorism, drug/narcotics smuggling, money laundering, and, both leaders agreed to further strengthen the ongoing efforts in training, capacity building, and intelligence and information sharing. In this context, they agreed to:

i. Explore the possibility of concluding a framework Agreement on Defence Cooperation;

ii. Foster cooperation in hydrography;

iii. Provision of defence platforms and assets to augment Sri Lanka’s defence capabilities;

iv. Intensify collaboration through joint exercises, maritime surveillance, and defence dialogue and exchanges;

v. Extend assistance to strengthen capabilities of Sri Lanka on disaster mitigation, relief and rehabilitation, including through training, joint exercises and sharing of best practices; and

vi. Enhance capacity building and training for Sri Lankan defence forces and conduct tailormade training programmes, wherever required.

Cultural and Tourism Development

Underlining their cultural affinity, geographical proximity and civilizational ties, both leaders acknowledged the need to further promote cultural and tourism links between the two countries. Given that India has been the largest source of tourism for Sri Lanka, the two leaders committed to:

i. Enhancing air connectivity to various destinations in India and Sri Lanka, while noting the successful resumption of flights between Chennai and Jaffna.

ii. Continuing discussions on the development of airports in Sri Lanka.

iii. Promoting Indian investments for the development of tourism infrastructure in Sri Lanka.

iv. Establishing a facilitatory framework for development of religious and cultural tourism.

v. Promoting academic linkages between educational institutions for the promotion and advancement of cultural and linguistic ties between the two countries.

Fisheries Issues

Acknowledging the issues faced by fishermen on both sides and factoring the livelihood concerns, the leaders agreed on the need to continue to address these in a humanitarian manner. In this regard, they also underscored the need to take measures to avoid any aggressive behaviour or violence. They welcomed the recent conclusion of the 6th Joint Working Group Meeting on Fisheries in Colombo. The leaders expressed confidence that through dialogue and constructive engagements a long lasting and mutually acceptable solution could be achieved. Given the special relationship between India and Sri Lanka, they instructed officials to continue their engagement to address these issues.Sri Lankan restaurants

President Disanayaka thanked India for its initiatives for the sustainable and commercial development of fisheries in Sri Lanka, including development of Point Pedro Fishing Harbour, rehabilitation of Karainagar Boatyard and cooperation in Aquaculture through Indian assistance.

Regional and Multilateral Cooperation

Recognizing shared maritime security interests in the Indian Ocean Region, both leaders agreed to jointly pursue strengthening regional maritime security, both bilaterally and through existing regional frameworks. In this regard, the leaders welcomed the recent signing of the Founding Documents of the Colombo Security Conclave headquartered in Colombo. India reiterated its support to Sri Lanka in advancing the objectives of the Conclave.

India conveyed its full support for Sri Lanka’s Chairmanship of the IORA. Both leaders underscored the need for a substantive action plan by IORA member countries for security and development of all in the region.

Both leaders also underlined their commitment to further strengthen and enhance regional cooperation under BIMSTEC.Sri Lankan restaurants

President Disanayaka requested Prime Minister Modi’s support for Sri Lanka’s application to become a member of the BRICS.

Prime Minister Modi welcomed Sri Lanka’s support to India’s candidature for a non-permanent seat on the UN Security Council for 2028-2029.

Conclusion

The leaders noted that the effective and timely implementation of agreed measures, as outlined, would deepen the bilateral ties between the two countries and transform the relationship into a new standard for friendly and neighbourly ties. Accordingly, the leaders directed their officials to initiate necessary measures for implementation of the understandings and agreed to extend guidance, where required. They further resolved to continue engagement at leadership level to qualitatively enhance bilateral ties that are mutually beneficial, cater to sustainable developmental needs of Sri Lanka and contribute to the stability of the Indian Ocean Region. President Disanayaka invited Prime Minister Modi to pay a visit to Sri Lanka at his earliest convenience.

Jagath Wickremeratne appointed new Speaker

National People’s Power (NPP) Member of Parliament Dr. Jagath Wickramaratne has been unanimously appointed as the new Speaker of Sri Lanka’s Parliament.

The Polonnaruwa District MP was nominated by Prime Minister Dr. Harini Amarasuriya following the commencement of today’s parliamentary session.

The proposal was seconded by the Leader of the House, Minister Bimal Ratnayake.

Accordingly, the Deputy Speaker, Dr. Rizvie Salih announced to the House that Dr. Wickremeratne was unanimously appointed as the new Speaker of the Tenth Parliament as no other names were proposed.

The appointment comes following the resignation of MP Asoka Ranwala from the position on December 13, amidst the controversy surrounding his educational qualifications. The President had later accepted his letter of resignation.

The opposition had previously stated that they would also propose a name for the Speaker of Parliament, representing the opposition, however, no such proposal was made today.

Dr. Jagath Wickramaratne was elected to the Parliament from the Polonnaruwa District representing the NPP during 2024 General Election. He secured second place in the district, having polled 51,391 preferential votes.

Born in 1968, Wickramaratne has completed his MBBS Degree at the University of Peradeniya, Post Graduate Diploma in Healthcare Quality and Patients Safety (PGDip HCQ&PS) at the University of Colombo, Master of Science (MSc) and Medical Administration at the University of Colombo.

This is his first Parliament representation.

Jaffna Hospital informs MP Archchuna he can only enter as a patient

The Director’s Office of the Jaffna Teaching Hospital has notified MP Ramanathan Archchuna that he will only be allowed entry to the hospital as a patient, and for no other reason.

This decision follows a ruling by the Jaffna Magistrate’s Court, which granted Archchuna personal bail of Rs 100,000 yesterday, in a case filed against him. The case has been postponed to February 7, 2025.

The Court also imposed restrictions on Archchuna’s access to the Jaffna Teaching Hospital, ordering that he must obtain prior permission from the hospital administration if he wishes to enter.

In line with this directive, the hospital administration has informed the MP that he will not be allowed to enter the premises for any purpose other than as a patient.

Furthermore, the hospital has instructed its security personnel to hand over the MP to the Jaffna Police if he attempts to enter without the necessary authorisation.

The security officers have been directed to do so without using force or engaging in harassment.

Modi assures India’s continued economic support for Sri Lanka

President Anura Kumara Dissanayake has extended an invitation to Indian Prime Minister Narendra Modi to visit Sri Lanka, during the joint media briefing held in New Delhi this afternoon (16).

Meanwhile, he also stated that PM Modi had assured continued economic support for Sri Lanka.

During the meeting, the Sri Lankan leader assured that the island nation would not allow the country to be used in “a manner that is detrimental to the interest of India”.

“I have also given an assurance to the Prime Minister of India that we will not allow our land to be used in any way in a manner that is detrimental to the interest of India. The cooperation with India will certainly flourish and I want to reassure our continued support for India,” Dissanayake said after the interaction.

PM Modi said: “We completely agree that our security interests are interlinked. We have decided to finalise the Defence Cooperation Agreement soon.”

“Cooperation on hydrography has also been agreed upon. We believe that the Colombo Security Conclave is an important platform for regional peace, security and development. Under this, cooperation will be enhanced on topics like maritime security, counter-terrorism, cyber-security, fight against smuggling and organised crime, humanitarian assistance and disaster relief. The people-to-people relations between India and Sri Lanka are linked to our civilisations,” he added.

Meanwhile, both the nations have signed several memorandums of understanding (MoUs).

At a joint press conference, PM Modi also highlighted India’s robust support to Sri Lanka’s development.

“India has so far provided 5 billion dollars in line of credit and grant assistance to Sri Lanka. We have cooperation in all 25 districts of Sri Lanka, and the selection of our projects is always based on the development priorities of the partner countries,” he said.

Highlighting new initiatives under India’s developmental cooperation with Sri Lanka, PM Modi said: “From next year, monthly scholarships will be given to 200 students in the universities of Jaffna and Eastern Province. In the next five years, 1500 civil servants of Sri Lanka will be trained in India.”

SJB to nominate an opposition MP for Speaker

The Samagi Jana Balawegaya is considering nominating an opposition MP as the new Speaker.

The SJB said that it is considering nominating an opposition Member of Parliament to replace former Speaker Asoka Ranwala who had resigned from his post.

Ranwala resigned from his post following the controversy surrounding his educational qualifications.

Issuing a statement, the Speaker said that he does not have the documents to back his claims over his education qualifications.

Ranwala said that he has requested for the documents from the relevant institutions but is unable to obtain them urgently.

Ranwala had informed the President in writing that he would resign from his post and the President accepted his resignation.

President receives ceremonial welcome at Rashtrapati Bhavan

President Anura Kumara Dissanayake was ceremonially welcomed by Indian President Droupadi Murmu and Prime Minister Narendra Modi at Rashtrapati Bhavan this morning.

The ceremonial reception began with President Dissanayake being escorted to the Rashtrapati Bhavan by a horseback parade. He was warmly greeted by Indian President Droupadi Murmu and Prime Minister Narendra Modi, President’s Media Division (PMD) said.

The event included a 21-gun salute, marking the occasion with full state honours. Following the formalities, President Dissanayake inspected a guard of honour presented by the Indian Armed Forces.

Subsequently, representatives from both nations were introduced to the leaders. The event was attended by a large number of state officials and diplomats.

After the reception, President Dissanayake visited the Mahatma Gandhi Memorial at Rajghat to pay his respects. To commemorate his first official overseas visit, he planted an Ashoka tree at the Gandhi Darshan premises near Rajghat and signed the guest book.

Later in the day, President Dissanayake is scheduled to meet with Prime Minister Narendra Modi for bilateral discussions. Additionally, he will hold a meeting with President Droupadi Murmu tonight.

The President is also set to meet with Indian Vice President Jagdeep Dhankhar, Finance and Corporate Affairs Minister Nirmala Sitharaman, and Health Minister J.P. Nadda for further discussions.
