Sri Lanka blocks payment to China Qingdao Seawin Biotech over fertilizer with bugs

Sri Lanka-based Ceylon Fertilizer Company Limited had got a court order to block payment to Qingdao Seawin Biotech over shipment of organic fertilizer which was contaminated with bugs.

“The enjoining order has prevented the People’s Bank from making any payment under a Letter of Credit opened in favour of the Chinese company, Qingdao Seawin Biotech Group Co., Ltd,” a statement from the President’s office said.

Colombo Commerical High Court had issued the order on October 22, against the Qingdao Seawin Biotech, its local agent and the People’s Bank.

Though the Chinese firm was supposed to ship sterile organic fertilizer when it won the tender, in the shipping document it had said there may be micro-organisms.

“The National Plant Quarantine Services had tested the sample sent to them and had confirmed the presence of organisms, including certain types of harmful bacteria,” the statement said.

“The consignment is a partial shipment worth more than a billion rupees that was procured through a tender process initiated by the Ministry of Agriculture.

“The Court was informed that even though the Chinese Company was required to ship sterile organic fertiliser under the tender contract, it had admitted in its shipping advice that the consignment may contain microorganisms.”

Chinese fertilizer contaminated with Erwinia has been hotly debated in Sri Lanka parliament.

OHCHR establishes Sri Lanka accountability project

The Office of the High Commissioner for Human Rights (OHCHR) has established the Sri Lanka accountability project in line with resolution 46/1, despite objections raised by Sri Lanka.

In its resolution 46/1 on “Promoting reconciliation, accountability and human rights in Sri Lanka”, adopted on 23 March 2021, the Human Rights Council recognized the importance of preserving and analysing evidence relating to violations and abuses of human rights and related crimes in Sri Lanka with a view to advancing accountability.

It also decided to strengthen the capacity of the Office of the UN High Commissioner for Human Rights (OHCHR) to collect, consolidate, analyse and preserve information and evidence relating to violations and abuses of human rights and related crimes in Sri Lanka, and to advocate for victims and survivors, and to support relevant judicial and other proceedings, including in Member States, with competent jurisdiction.

The Human Rights Council also requested OHCHR to continue monitoring and reporting to the Human Rights Council on the human rights situation in Sri Lanka, including on progress in reconciliation and accountability and to present an oral update to the Human Rights Council at its forty-eighth session, and a written update at its forty-ninth session and a comprehensive report that includes further options for advancing accountability at its fifty-first session, both to be discussed in the context of an interactive dialogue.

In accordance with this mandate, the UN High Commissioner for Human Rights has established the OHCHR Sri Lanka accountability project.

OHCHR said that the Sri Lanka accountability project team will be based in Geneva.

Traffic cop involved in assault of two youths in Eravur interdicted

A traffic policeman attached to the Eravur Police has been interdicted over assault of two youths in Eravur after a video went viral on social media.

A video footage shared by Batticaloa District MP Shanakiyan Rasamanickam shows a traffic cop assaulting two youths travelling on a motorcycle in Eravur.

“Police Brutality continues in Batticaloa and will fall on the deaf ears of Minister Sarath Weerasekara,” the MP tweeted.

Responding to the MP Rasamanickam, the Public Security Minister Sarath Weerasekara said the officer involved in the incident had been interdicted.

The minister informed the MP that the incident took place when the traffic police officer was inquiring about a road accident.

The officer was measuring an accident on the road using tape and two youths travelling on a motorcycle had gone past at speed dragging the tape for nearly 500 yards without stopping.

The police officer then pursued the youths on his motorcycle and had caught them before the assault had taken place.

Minister Weerasekara said the Police officer had no right to assault the youths and therefore he will be charged.

JVP urges Govt. not to allow Chinese ship under any grounds

Claiming that the Qingdao Seawin Biotech Group and Chinese Embassy are influencing the Sri Lankan authorities to accept the ship carrying organic fertilizer shipment which was rejected following the laboratory tests, JVP leader Anura Kumara Dissanayake today urged the Government to halt the said ship from entering Colombo port.

He told a news conference that the Qingdao Seawin Biotech Group had written to the Director General of Agriculture and several other authorities such as the Secretary to the President, Prime Minister and the Agriculture Ministry Secretary yesterday urging them to accept the ship carrying the controversial organic fertilizer.

He said according to the letter, they have said that the ship left China on September 23 and was scheduled to reach Colombo port yesterday (22).

“They have also said that there was an agreement to conduct another test on the fertilizer through a third party. We ask them with whom they have reached the agreement to do such a test,” he said.

The JVP MP said the ship was heading to Sri Lanka despite reports that it was turned back after having rejected the sample in laboratory tests in Sri Lanka, as it contained harmful bacteria known as Erwinia.

He said it was reported that the Director General of Agriculture had requested the Harbour Master in the Colombo Port not to allow the ship to enter the port or anchor anywhere in the vicinity of the port.

“The decision of the Director General is truly praiseworthy. We urge the Government not to revert the decision under any grounds,” he said.

He said China or any other country had no right to influence the affairs of Sri Lanka, as ours is a sovereign nation.

Sajith meets Chinese Ambassador and seeks assistance to manage debt crisis

The Leader of the Opposition Sajith Premadasa today (22) requested assistance to manage debt crisis Sri Lanka has faced at present, from the Chinese Ambassador Qi Zhenhong.

Chinese Ambassador Qi Zhenhong met with the Opposition Leader Sajith Premadasa at the Samagi Jana Balawegaya headquarters today (22).

The two dignitaries held discussions on party-to-party and people-to-people friendly exchanges, and pragmatic cooperation in various fields between the two countries.

The Leader of the Opposition emphasized the importance of mutual cooperation between the two countries and the importance of friendly bilateral relations that protects the sovereignty of Sri Lanka.

Meanwhile, Premadasa also requested assistance to manage debt crisis Sri Lanka has faced at present for progress and prosperity of Sri Lanka.

The Chinese Ambassador recalled the long-standing relationship between the two countries and stressed its importance as well.

In a statement released to News 1st, the Education Secretary said guidelines issued with respect to reopening schools will have to be followed by the respective academic and non-academic staff at schools.

Sri Lanka rupee dollar swaps turn negative amid non-credible peg at 203

Sri Lanka’s spot rates have turned negative again as dollar liquidity tightened at the 203 to the US dollar non-credible pegged rate as dollar liquidity tightened amid rupee liquidity injected to sterilize a short from a reserve ratio hike.

Sri Lanka’s central bank raised the Statutory Reserve Requirement by 2.0 percent from September creating a large liquidity short and then filled it and other intervention with 87 day money and outright purchases of Treasury bills.

This was done amidst attempts to get crippled bond markets working, allowing rates to adjust.

There had been only one successful bill auction recently as rate adjusted.

Though importers are now progressively allocated dollars at 203 and some are getting dollars at higher rates through various means.

Banks have severely restricted letters of credit to ration dollars, amid the liquidity injections of the central bank.

This week the spot/1 month was quoted at a negative -10/00 cents.

Spot/2 months a negative -20/00

Spot/3-months -60/-40 202.40

Spot/6-months -90/-50

The strict re-imposition of the non-credible peg at 203 and the reduction of dollars cleared at a ‘floating rate’ has also led to the central bank providing dollars for imports as the liquidity injected came up for convertibility.

A central bank that continues to inject money to sterilize interventions (a non-credible peg) faces depletion of reserves.

Sri Lanka reports 12 Covid-19 deaths on Friday, toll rises to 13,574

Sri Lanka Friday reported 12 deaths due to COVID-19 after the figures were confirmed by the Director General of Health Services on Thursday, October 21.

Among the deaths reported today, 07 are of males and 05 of females. The majority of deaths – 08 – are of elderly people in the 60 years and above age group.

According to the data reported by the Government Information Department, the total deaths due to Covid-19 since the pandemic began last year has now risen to 13,574.

Sri Lanka to obtain USD 3.6 Bn loan from Oman to purchase petroleum

The Cabinet of Ministers has granted the approval to obtain a loan of USD 3.6 billion from Oman to purchase petroleum, says Energy Minister Udaya Gammanpila.

Delivering a statement issued today (October 22), the minister stated that preparations for agreements are currently underway.

Additionally, a loan facility of USD 500 million is expected to be obtained from India and it has been submitted for the Treasury’s approval, Minister Gammanpila said further.

Speaking further, he said the Central Bank governor has promised to release necessary funds to import fuel required for this month.

The energy minister assured that there will be no fuel shortage in the country.

Inter Provincial travel restrictions to be lifted on Oct.31

Army Commander General Shavendra Silva said that Pfizer vaccines will be given to frontline workers engaged in prevention of COVID-19 as a booster dose from November 1.

Also , the provincial travel restrictions will be lifted at 4 a.m on October 31, General Silva said.

He told the Dailymirror that these decisions were taken at the Presidential Task Force of Covid-19 meeting held today.

Accordingly, the booster dose will be given to frontline workers of the health, military, police, tourism and other sectors who are fighting against Covid-19, he said.

The Commander said the train services will also be commenced within the provinces after October 25.

US Ambassador pays farewell call on Foreign Minister

Ambassador of the United States of America to Sri Lanka Alaina B. Teplitz paid a farewell call on Foreign Minister Professor G. L. Peiris at the Foreign Ministry.

Minister Peiris discussed with Ambassador Teplitz the future of the bilateral relationship between Sri Lanka and the United States, with particular reference to trade, investment and cooperation in the international fora.

Ambassador Alaina B. Teplitz was sworn in as Ambassador to Sri Lanka and Maldives on October 22, 2018. She served as U.S. Ambassador to Nepal from 2015-2018.

A career member of the Senior Foreign Service with the rank of Career Minister, she joined the State Department in 1991 and is the recipient of numerous Superior and Meritorious Honor Awards.

Focused on laying the foundation for successful 21st century American diplomacy, Teplitz held the Assistant-Secretary ranked position of Dire​ctor of the Under Secretary for Management’s Office of Policy, Rightsizing, and Innovation (M/PRI) at the Department of State from 2012-2015.

Under her leadership, M/PRI found innovative ways to reform our bureaucracy and improve the way that our diplomatic service operates. Ms. Teplitz championed efforts to improve knowledge management, data use, and risk management.

Prior to leading M/PRI, Teplitz was Minister Counselor for Management at U.S. Embassy Kabul from 2011-2012. She also served as the Deputy Executive Director of the Near East and South and Central Asia Bureau’s joint executive office from 2009-2011, where she handled the South and Central Asia portfolio, including Afghanistan and Pakistan.

She was the Director of the Management Training Division at the State Department’s Foreign Service Institute from 2007-2009. Previous assignments include Management Counselor in Dhaka, Bangladesh and Deputy Director of the Joint Administrative Services supporting three U.S. Missions – the U.S. Mission to NATO, the U.S. Mission to the European Union, and the Embassy to the Kingdom of Belgium – in Brussels, Belgium.
