Why Was India’s Spymaster Doval In Sri Lanka?

The presence of Indian National Security Advisor Ajit Doval in Colombo in late August 2024, first came to light after he was pictured with Former Sri Lankan High Commissioner to India, Milinda Moragoda.

Moragoda presented a copy of the Pathfinder Foundation’s Study Group Report on India-Sri Lanka Physical Connectivity to Ajit Kumar Doval, National Security Advisor of India.

The Study Group report which was recently launched, provides a comprehensive blueprint for physical connectivity in the sectors of road, rail, electricity and petroleum.

The ultimate goal of this initiative is to increase Sri Lanka’s annual economic growth rate from 3 to 6% through economic integration between the two countries.

Thereafter, a crucial meeting between Indian National Security AdvisorAjit Doval and President Ranil Wickremesinghe unfolded at the Presidential Secretariat in Colombo. The discussions centred around enhancing economic cooperation, strengthening defence ties, and fostering regional collaboration between the two neighbouring nations.

The meeting underscored the importance of the strategic partnership between India and Sri Lanka, exploring avenues to deepen economic engagement and fortify defence cooperation. The dialogue also touched on broader regional issues, reflecting the shared interests and common challenges faced by the two countries in maintaining stability and security in South Asia.

Meanwhile, the Member States of the Colombo Security Conclave (CSC) – Sri Lanka, India, Maldives, and Mauritius signed the Charter and Memorandum of Understanding (MoU) for the establishment of the CSC Secretariat at the Presidential Secretariat.

The CSC s core objective is to promote regional security by addressing transnational threats and challenges of common concern to the Member States.

There are five pillars of cooperation under the CSC namely Maritime Safety and Security; Countering Terrorism and Radicalisation; Combating Trafficking and Transnational Organised Crime; Cyber Security and Protection of Critical Infrastructure and Technology; and Humanitarian Assistance and Disaster Relief.

Doval was also seen meeting with other political figures in Sri Lanka, includign two candidates running for President in the September 21 election.

India’s National Security Advisor Ajit Doval, met with National People’s Power (NPP) leader and presidential candidate Anura Kumara Dissanayake and Samagi Jana Balavegaya Presidential Candidate Sajith Premadasa.

Indian National Security Adviser Ajit Doval also met with representatives of North East Tamil political parties.

The meeting was attended by prominent leaders including M.A. Sumanthiran and S. Sridharan of the Ilankai Tamil Arasu Kachchi, Selvam Adaikalanathan of the Tamil Eelam Liberation Organization, Dharmalingam Siddarthan of the People’s Liberation Organisation of Tamil Eelam, and Selvarajah Kajendren of the Tamil National People’s Front.

The fielding a common Tamil candidate was discussed at the meeting.

Ajit Doval, one of India’s most celebrated spymasters, serves as the National Security Advisor (NSA) for a third term.

In 2019, he became the first NSA to serve two terms. Known for his extensive field work as well as his strategic leadership, the 1968-batch IPS official, who belonged to the Kerala cadre, is also the first policeman to be decorated with the Kirti Chakra, the second-highest peacetime gallantry award after Ashok Chakra.

While a third term for Doval can be seen as part of the continuity in the Narendra Modi government in which top Union ministers have retained their portfolios, Doval’s consecutive third term indicates his importance for the Modi government which has adopted aggressive posture against cross-border terrorism including surgical strikes inside Pakistan. However, Doval has recently helmed important negotiations with his American counterpart which span across technological, strategic, business and economic interests, pointing at an enlarged role for Doval in the Modi government’s foreign affairs.

When Modi became the prime minister in 2014, it is said, the first file Modi’s principal secretary took to him for signing was of Doval’s appointment as the National Security Advisor (NSA). Ever since, Doval has been Modi’s right-hand man.

In India, most NSAs such as Brajesh Mishra for Atal Bihari Vajpayee, and JN Dixit, Shyam Saran and SS Menon for Manmohan Singh, had foreign service backgrounds, but Doval, a former Intelligence Bureau chief, is only the second NSA after MK Narayanan to have a professional career in intelligence. Narayanan too had headed the IB.

A 1968 batch IPS officer who spent virtually all his career in IB, Doval is credited by security experts with intelligence successes like infiltrating the Mizo National Army and planning key Myanmar- and China-related missions.

His intelligence work was also crucial in Operation Black Thunder, the mop-up operation that followed Operation Blue Star, the first big action against Punjab militants in Golden Temple.

Undercover work in Pakistan and the tough job of being one of the negotiators in the 1C-814 hijacking episode added sufficiently to his CV so that when BJP lost power in 2004, the Congress government appointed him as IB chief, despite Doval’s perceived closeness to BJP leaders.

He worked with the IB for more than 33 years in different roles and in areas including the Northeast, Jammu and Kashmir, Sikkim and Punjab. He served in the United Kingdom as well.

IndiGo Launches Daily Direct Flights to Jaffna

IndiGo has inaugurated daily direct flights from Chennai to Jaffna, marking its second destination in Sri Lanka after Colombo. The new service, starting on Sunday, will enhance the airline’s international network to 34 destinations and overall network to 122.

Vinay Malhotra, Head of Global Sales at IndiGo, said that the route aims to bolster cultural and trade relations between India and Sri Lanka, promising a flight duration of just 75 minutes. Last year, the Chennai-Jaffna route saw significant demand, with over 21,000 passengers.

The Chennai-Jaffna flight will depart at 13:55 and arrive at 15:10, while the Jaffna-Chennai flight will leave at 15:55 and reach Chennai at 17:10.

Confusion in ITAK Over Presidential Candidate Support

The Illankai Tamil Arasu Kachchi (ITAK) is facing internal discord following a surprising announcement by M.A. Sumanthiran that the party will support Sajith Premadasa in the upcoming presidential election. This declaration, made on Sunday, has been contradicted by ITAK Leader Mavai Senadhiraja, who claimed he was unaware of such a decision.

Sumanthiran detailed that the ITAK Central Working Committee, after a five-hour meeting in Vavuniya, decided not to support P. Ariyanethran, the so-called Tamil common candidate. The committee also resolved to ask Ariyanethran to withdraw from the race and to back Premadasa’s candidacy.

However, Senadhiraja, who missed the meeting due to illness, expressed surprise at the announcement. He stated, “I am not aware of the Party’s decision to support presidential candidate Sajith Premadasa,” pointing out a significant communication lapse within the party.

Namal Rajapaksa’s election manifesto launched

The Sri Lanka Podujana Peramuna’s (SLPP) presidential candidate Namal Rajapaksa’s election manifesto for the 2024 Presidential Election was officially launched in Colombo, a short while ago.

The ceremonial event of unveiling the manifesto titled ‘Namal Dekma’ commenced at the ITC Ratnadeepa Hotel in Colombo this morning (02), with the arrival of Namal Rajapaksa and former President Mahinda Rajapaksa at the venue.

The manifesto has focused on four main areas – state priorities, innovation, investment and independence.

No official decision on ITAK supporting Sajith Premadasa: Mavai Senathirajah

Ilankai Tamil Arasu Kachchi (ITAK) senior leader Mavai Senathirajah said the party has not made a formal decision to support Opposition Leader Sajith Premadasa at the upcoming Presidential election.

He clarified that the recent announcement regarding ITAK’s support for Premadasa was made solely by MP M.A. Sumanthiran and it does not reflect an official party stance.

He said that key party leaders, including MPs Shivagnanam Sritharan and Charles Nirmalanathan, as well as senior members like S. Yogeshwaran and G. Srinesan, were not present at the meeting where this decision was purportedly made.

ITAK to back Sajith in presidential election

Ilankai Tamil Arasu Kachchi (ITAK) has decided to support the presidential candidate of the Samagi Jana Balawegaya-led alliance, Sajith Premadasa, during the upcoming presidential election.

This decision was communicated by the ITAK Spokesman MP M.A. Sumanthiran during a press briefing held yesterday (01).

MP Sumanthiran said that this decision was reached at the Central Committee meeting of the party.

ITAK is considered as the main political party of the Tamil National Alliance.

Meanwhile, it was reported that the ITAK has also agreed not to support the Tamil common candidate P. Ariyanenthiran.

The central committee of the ITAK has decided to request Ariyanenthiran not to contest in the 2024 presidential election.

President calls on Chief Prelate of the Ramanna Sect

President Ranil Wickremesinghe visited the Sri Lanka Ramanna Sect in Narahenpita this morning (27), where he met with the Mahanayake of the Ramanna Sect Aggamaha Panditha Most Ven. Makulawe Wimala Thero, and received blessings.

The President engaged in a brief discussion with the Maha Sangha of the Ramanna Sect led by the Mahanayake and he updated the Maha Sangha on the country’s economic recovery and outlined future plans.

Additionally, President Wickremesinghe addressed issues related to education, land concerns in sacred areas, and also briefed the discussions held with Tamil MPs concerning the development of the Northern and Eastern Provinces.

Three Chinese warships arrive in Colombo

Three Chinese warships; He Fei, Wuzhishan and Qilianshan arrived at Sri Lanka’s Colombo port on a formal visit on Monday (26).

This follows the docking of Indian warship ‘Mumbai’ which is on a three-day visit to Sri Lanka during which it will engage in a Passage Exercise with a Sri Lanka Navy vessel.

Last week, three US warships docked at the port for replenishment; the USS Spruance, USS O’kane, and the USS Stockdale.

The He Fei is a 144.50-meter-long destroyer, crewed by 267 personnel under the command of Captain Chen Junfeng.

The Wuzhishan is a 210-meter-long Landing Platform Dock, manned by 872 crew members and commanded by Captain Fei Zhang.

The Qilianshan is a 210-meter-long Landing Platform Dock, with 334 crew members under the command of Captain Xiong Binghon.

Commanding Officers of the trio of Chinese People’s Liberation Army Navy warships are scheduled to call on the Commander Western Naval Area, Rear Admiral Chinthaka Kumarasinghe at the Western Naval Command Headquarters today, Sri Lanka Navy said in a statement.

“To strengthen the camaraderie between the two navies, crew members of these ships are set to participate in a series of programmes organized by the Sri Lanka Navy.

“In addition crew members of the ships will explore some of the tourist attractions of the country, during their stay in Colombo.”

Sri Lanka Navy personnel will have the opportunity to participate in briefings on the operational functions of the ships as well.

The trio will depart on August 29, after a Passage Exercise (PASSEX) with a Sri Lanka Navy ship off the coast of Colombo.

UN Human Rights Council urged to renew monitoring Sri Lanka

The UN Human Rights Council has been urged to renew monitoring and evidence collection in Sri Lanka at its upcoming September session.

Human Rights Watch Deputy Asia Director Meenakshi Ganguly said that the Sri Lankan Government has been trying to persuade international partners of its achievements in reforming the economy and protecting human rights.

However, a new report by the United Nations high commissioner for human rights warns that Sri Lanka is facing renewed threats to fundamental freedoms. It finds that authorities have sought new repressive laws and engaged in intimidation and violence against victims of past abuses, civil society activists, journalists, and government critics.

The government denies responsibility for grave abuses during Sri Lanka’s 1983-2006 civil war. “This entrenched impunity has also manifested itself in the corruption, abuse of power and governance failures that were among the root causes of the country’s recent economic crisis,” the report says.

The economic crisis, which escalated in 2022, has doubled the poverty rate. The UN estimates that a quarter of households are suffering food insecurity, yet “democratic reforms and accountability for corruption and economic mismanagement remain largely unfulfilled.”

The report finds that “ill-treatment by police and security forces remain prevalent.” Between January 2023 and March 2024, the Human Rights Commission of Sri Lanka recorded 21 alleged extrajudicial killings, 26 deaths in custody, and 1,342 arbitrary arrests and detentions.

The UN examined recent allegations of “abduction, arbitrary detention, torture, ill-treatment and sexual violence perpetrated against individuals of Tamil ethnicity by Sri Lankan security forces.”

Since ending a moratorium on the abusive Prevention of Terrorism Act in 2022, the government has used the law dozens of times against perceived critics, especially Tamils. The families of victims of enforced disappearance face reprisals for engaging with the UN or foreign diplomats. Authorities have detained 121,957 people in a brutal anti-drugs campaign, sending thousands to military-run “rehabilitation” centers.

Meanwhile, new laws “have profound implications for … fundamental freedoms and the rule of law,” the report says. The Online Safety Act contains powers to restrict freedom of expression, and proposed legislation curtailing nongovernment organizations would severely affect groups already suffering from “surveillance, intimidation and harassment.”

The high commissioner called upon members of the UN Human Rights Council to renew UN mandates for monitoring and evidence collection and for “the international community … to help break the cycle of systematic impunity… [by] using all potential forms of jurisdiction.”

Human Rights Watch echoes this call and urges UN member states to ensure the Human Rights Council, at its upcoming September session, adopts a resolution renewing those mandates.

Ex-Minister A.H.M. Fowzie given suspended sentence over misuse of ministry vehicle

The Colombo High Court has sentenced former Minister A. H. M. Fowzie for two years of rigorous imprisonment and suspended it for 10 years after he pleaded guilty over the charge of misusing a vehicle belonging to the Ministry of Disaster Management.

The court also imposed a fine of Rs.400,000 on the former Minister, when the case was taken up today (27), Ada Derana reporter said.

Former Minister Fowzie was charged over the possession and personal use of a luxury vehicle worth nearly Rs. 20 million received from the Netherlands to the Disaster Management Ministry, while serving as the Minister of Disaster Management in 2010.

Furthermore, he was found guilty of persuading the officials including the Ministry Secretary and spending nearly Rs 1 million from the Finance Ministry’s funds for the maintenance of the vehicle.

However, Fowzie had pleaded guilty for the charges through his attorney, when the case was taken up for hearing today.

Later, the High Court Judge pointed out that such actions by a senior politician with 62 years of political experience cannot be taken for granted, but considering the fact that he pleaded guilty at the initial stage and that he is now an elderly person of 86 years of age, the former Minister will be given a lenient sentence.
