Sri Lanka plans to waive visa fees to tourists from India, China, Russia, Thailand

Sri Lanka is planning to waive visa fees to tourists coming from India, China, Russia, Thailand and Indonesia, according to the tourism ministry.

“Everything is ready for free visa approval for five countries namely China, India, Russia, Thailand and Indonesia,” Tourism Minister Harin Fernando said in a twitter.com message.

“Through this, the doors will be opened for a new leap in the tourism sector.”

A statement from the Ministry of Tourism said a cabinet paper had been submitted jointly by Prime Minister, Tourism and Public Security Ministers.

Sri Lanka has free visas now to tourists from Singapore and Maldives who also do not charge a fee from SriLankans.

Others have to pay about 30 US dollars to get electronic travel authorization online, with a lower fee for South Asia.

The ETA comes fast and can be quickly filled.

“Sri Lanka may be known as the teardrop isle (due to its distinctive shape), but the country’s refreshingly straightforward visa system shouldn’t be a source of much anguish for travelers,” a story on Lonely Planet says.

“The process is very simple and quick,” according to Tripadvisor.com. “A visa can still be obtained at BIA Colombo for $5 extra, but having an ETA visa means quicker exit from the immigration process.”

The ETA made it much easier for travelers especially from non-Western countries to get prior authorization to visit Sri Lanka as they did not have to send documents to missions in the capital city.

However other observers say for Western visitors in particular, who are used do hopping on to planes or trains and travelling to other countries, visas and prepayments can be a barrier and Sri Lanka may lose out to competition.

There have been concerns raised of late that price floors on hotel rooms may put the country at a disadvantage.

In the ASEAN region also intra-region tourism is booming due to lack of visas.

Sri Lanka and Pakistan leaders discuss respective currency crises

Sri Lanka’s President Ranil Wickremesighe and Pakistani prime minister Anwaar-ul-Haq Kakar to discuss economic crises and recovery in their respective countries at a meeting in China.

President Wickremesinghe and Prime Minister Kakar engaged in “an extensive discourse concerning the economic crises” that affected the two countries with a particular focus on strategies for recovery, on October 17, a statement from the President’s media office said.

The two leaders are attending a summit involving China’s One Belt, One Road initiative. Both countries borrowed from China to build infrastructure.

Sri Lank and Pakistan have the worst anchor conflicting soft-pegged (now called flexible exchange rate) central banks in South Asia, and often go the International Monetary Fund.

Pakistan went into a crisis within an IMF program and it was aborted and a fresh one struck. Sri Lanka went into default in between two programs with a bigger gap.

Bad money central banks impose extensive import and exchange controls instead of curbing their open market operations and the obsession to cut rates with printed money.

The flexible exchange rate which is neither a clean float nor a hard peg is the in-vogue inflationist, ‘impossible trinity’ monetary regime, which defies laws of nature and is found in recently defaulting countries, critics say.

Sri Lanka’s rupee fell from 181 to the US dollar in January 2020 to 360 by April 2022 and has since appreciated to 323 after money printing was halted and reversed.

Pakistan’s rupee fell from 154 to 279 to the US dollar in the same period.

Sri Lanka and Pakistan suffered identical problems due to liquidity injections including inability to open letters of credit through the formal banking system, wide parallel exchange as a result credit given with printed money which drove remittances off official channels.

Indian Navy ship arrives in Colombo

The Indian Navy ship Airavat, Shardul-class Landing Ship Tank (LST) arrived in Colombo today, the Indian High Commission in Colombo said.

Commanding Officer of the vessel, Commander Rindu Babu, called on the Commander Western Naval Area, Rear Admiral TSK Perera during the visit.

In line with Government of India’s ‘Neighbourhood First’ Policy the Assistant Chief of Naval Staff – Foreign Cooperation, Indian Navy Rear Admiral Nirbhay Bapna handed over valuable Machinery test and trial equipment including machinery items for the Sri Lanka Navy on a grant by the Indian Government to the Director General of Engineering, Sri Lanka Navy Rear Admiral (E) KWARI Ranasinghe, in a ceremony onboard the ship.

The timely availability of spares would ensure optimal operational availability of the SLN platforms.

The efforts of the Indian Navy are in keeping with its core ideology of ‘Bridges of Friendship’, towards strengthening it’s relations with friendly neighbours.

No further action against cash found at President’s House – Bribery Comm. tells court

The Commission to Investigate Allegations of Bribery or Corruption (CIABOC) on Wednesday (18 Oct.) informed the Colombo Fort Magistrate’s Court that further action will not be taken in relation to the Rs. 17.85 million in cash found at former President Gotabaya Rajapaksa’s official room at the President’s House in Colombo.

The CIABOC attributed the decision due to the lack of evidence, and therefore stated that no measures will be taken in this regard.

The money was found by protesters on the 09 July 2022, when they stormed the official presidential residence during mass anti-government protests.

The cash was handed over to the Fort Police by the protesters who were at the presidential residence on that day, which was subsequently handed over to the Fort Magistrate’s Court three weeks later.

Fort Magistrate Thilina Gamage, however, ordered the Inspector General of Police (IGP) to conduct an investigation into the delay by the police in handing over the money, stating that there was reasonable doubt as to why the Fort Police OIC delayed the matter.

President urges Beijing to invest in Sri Lanka

President Ranil Wickremesinghe has requested business leaders in China to consider Sri Lanka as the best destination for investment.

He was speaking at the Investment Trade and Tourism Forum of Sri Lanka in China.

The forum was attended by over 150 representatives of more than 100 companies.

President Wickremesinghe is in China to attend the third Belt & Road Forum for International Cooperation.

The forum for International Cooperation will commemorate the 10th anniversary of the Belt and Road Initiative and will be a crucial platform for relevant parties to advance high-quality cooperation.

Monk, officials accused of disregarding President’s orders

A monk and officials have been accused of disregarding President Ranil Wickremesinghe’s orders to keep encroachers out of land used by farmers in Batticaloa

Illangai Thamil Arasu Katchi (ITAK0 MP Shanakiyan Rajaputhiran Rasamanickam tweeted saying the President’s orders are not being followed by any of the departments involved in the pasture land issue.

He said that the authorities were told by the President at a recent meeting to keep monks and new encroachers out from the Mahaweli land, stop allowing tractors onto the land and to take action against encroachers.

However, the MP posted a video of a tractor on the land and a monk leading a group of people onto the land soon after the meeting headed by the President.

The President had recently called for an urgent meeting before he left for China to resolve the issues faced by the livestock farmers.

Rasamanickam said the President instructed the Police to obtain a court order to remove encroachers from the pasture land.

SJB MP seeks protection from Defence Secretary

Samagi Jana Balawegaya (SJB) MP Nalin Bandara requested Speaker Mahinda Yapa Abeywardena to provide protection for MPs from Defence Secretary General Kamal Gunaratne (Retd).

The MP told Parliament they will be required to have Ministerial Security Division (MSD) officers in Parliament to protect themselves from the Defence Secretary.

He said that the Defence Secretary often attends Parliament committee meetings.

The MP accused the Defence Secretary of misbehaving after at least one of these committee meetings.

As a result, the MP appealed to the Speaker to provide MSD security for the MPs when the Defence Secretary is present in the Parliament complex.

Budget 2024: EC requests Rs. 11 Bn for prez poll

The Election Commission (EC) has requested the Ministry of Finance, Economic Stabilisation, and National Policies to allocate Rs. 11 billion from the Budget for the year 2024 for the Presidential Election to be held next year (2024).

Speaking to The Daily Morning, EC Chairman R.M.A.L. Rathnayake said that it is a general practice for the EC to request the Finance Ministry to allocate funds from the budget for a particular year if an election is scheduled to be held that year. The relevant budgetary estimate, he said, includes all other expenses of the EC during the course of the relevant year. “What is scheduled to be held next year is the Presidential Election. So, along with other expenses, we have requested that Rs. 11 billion be allocated for election purposes through the upcoming Budget. There was a deadline for the budgetary estimates to be sent to the Finance Ministry, and we have made the request within that period,” he said.

The most recent Presidential Election was held in Sri Lanka on 16 November 2019, with the term of office of then-President Maithripala Sirisena scheduled to end on 9 January 2020. Former President Gotabaya Rajapaksa won the said election in a landslide victory, defeating his main opponent, incumbent Samagi Jana Balawegaya and Opposition Leader Sajith Premadasa. While the next Presidential Election is scheduled for 2024, the Parliament elected United National Party Leader Ranil Wickremesinghe as the successor of Rajapaksa, following the latter’s resignation in July 2022.

Speaking to The Daily Morning on an earlier occasion, Rathnayake said that there was a particular time at which the Presidential Election should be held according to the relevant legal provisions, and that the EC would make the necessary arrangements by then. He said that the EC was empowered to declare the Presidential Election at the right time and that they would do it, adding however that they could not predict what would happen with regard to matters that are beyond their control.

Resolution to appoint select committee to probe channel 4 footage approved

The resolution to appoint a select committee to probe the allegations by the recent video footage broadcast by British Channel 4, was unanimously approved by Parliament today.

The resolution presented by 20 members of Parliament outlined that the select committee should probe the allegations by Channel 4, whether any politician had connections with any terror groups or whether there is any conspiracy as alleged by former Attorney General Dappula de Livera or whether there have been in any shortcomings pertaining to preventing the attack despite prior warnings.

The Speaker will appoint the Chairman and the members of the committee while it will have to submit its report within two months.

Leader of the Opposition Sajith Premadasa proposed that the Samagi Jana Balawegaya (SJB) be allowed to appoint a chairman for the committee and that an equal number of members from the ruling party and the opposition should represent the committee.

“In addition to the proposals made by the National Catholic Committee to mete out justice to the Easter Sunday victims should be followed in the event of a fresh probe into the Easter Sunday attacks.

SJB MPs Niroshan Perera and Kavinda Jayawardene said they fully oppose the select committee and will not have anything to do with it.

‘Will have to ground SriLankan Airlines, if no buyer for joint venture’ – Aviation Minister

Minister of Ports, Shipping and Aviation Nimal Siripala de Silva says that the government will have to ground state-owned national carrier SriLankan Airlines, if there is no buyer to enter into a joint venture with the government.

Responding to the allegations of staff shortages, salary and debt issues within the airline, during Ada Derana’s “State of the Nation” programme, the Aviation Minister refuted the allegations of staff shortages and declared that SriLankan Airlines has the necessary number of staff for running an airline, according to the international norms.

“Allegations that we don’t have the necessary staff for operating the airline are not correct. According to the international norms and the practicality of running an airline, we have the necessary number”.

The minister further explaining the exact figures highlighted that, “in 2019 we had 311 pilots and we operated 26 aircraft and in 2020 we had 339 pilots and we operated 05 aircraft as it was the Covid-19 pandemic period. In 2021, we operated 13 aircraft with 293 pilots. That was of course a part of the Covid-19 period. In 2022, we had 295 pilots and we operated 19 aircraft”.

“As of now, in 2023, we are operating only 15 aircraft with 273 pilots, and as of June 01, 2023, according to the figures, we were operating 16 aircraft and we had 262 pilots”, the Minister added.

Minister de Silva claimed that in comparison to these figures, it is very clear that the number of pilots for the number of aircraft that SriLankan Airlines are flying is quite enough.

“Therefore, the allegation that we don’t have the necessary number of pilots is wrong”.

The Minister also commented regarding the Engineering staff, pointing out that “In the same way, with the same Engineering staff, we have operated more aircraft during 2019. So, why can’t they do it now?”

“But that is not the fact. The fact is something else. It is because of trade union actions. Pilots refuse to fly during their off days and the engineers also went on a go-slow campaign”, he expressed.

However, the minister alleged that those actions are also the cause for the downfall of the airline, which was making a profit in the last few years.

Meanwhile, the minister was also inquired regarding certain reports alleging that the government is planning to sell off SriLankan Airlines by the end of 2024.

In response, Minister de Silva denied these claims, emphasizing that it not possible under Sri Lankan law, while adding that that if the airline is sold, it will lose landing rights in many important destinations.

“We are not going to sell. We can’t sell the airline in terms of the Sri Lankan law. Then we will lose our landing rights in many important destinations”.

“So what we’re going to do is we want to retain 51% with us and to divest 49% of the shares of SriLankan Airlines, so that it will be a joint venture”, he said.

“Around 08 months ago, I carried a Cabinet paper and requested the Cabinet to approve such a divesture. Reaching into an agreement, a joint venture and we’ll run this airline because we’re in debt.”

Speaking further in this regard, the Minister said, “we have a debt of USD 1.2 billion. That is to the international market we have taken about USD 175 million from the sovereign bonds and about another USD 100 million we owe to the lessors of the aircraft because we don’t own a single aircraft”.

“All these aircraft have been leased out from the lessors”.

The Minister further stated that SriLankan Airlines owes money to even the Airport and Aviation Authority, and to the Ceylon Petroleum Corporation (CPC) for the jet fuel they have used.

“Therefore we can’t run this airline because we need a capital injection here. We have to put at least USD 500 million capital to make this airline a viable airline. The government has no money to do that and the government does not intend to do that, because we feel the correct policy is to go into a joint venture and get the necessary capital and ensure that the airline is run smoothly.”

“That is the formula we have at the moment”, he said, adding that “we have not yet called for Expression of Interest (EOI) from the buyers or from anybody who wants to come and invest here. But there are a lot of inquiries from us, but we can’t negotiate with them because now the Treasury is the owner of the airline. It is a Treasury-owned company.”

The Minister said that when he presented the Cabinet paper, the Cabinet thought it prudent to refer it to the Treasury and the Treasury has taken the view, in consultation with the World Bank and the IMF, to appoint an independent transaction advisor.

That advisor has been selected by the World Bank and that advisor is working on that. But I am pressing on him and Mr. Suresh Shah, who is in charge of this privatization process. So, I told him that ‘I can’t wait anymore. I need this joint venture to be done soon’.”

Nimal Siripala de Silva said that he has been promised that they will get all the papers ready by the end of this month, and will publish it in international media, “so that anybody interested can apply and we will appoint necessary committees and we will get the best proposal”.

He added: “Till the airline goes into a joint venture as we have envisaged, we have to run this airline. So for that purpose, we need to get some more aircraft. But have advertised to get some more aircraft”.

However, the Aviation Minister emphasized that it is very difficult to obtain Airbus A330 aircraft at present, as there’s a shortage in the market.

“Therefore we are being affected by this international situation also”, he added.

Minister de Silva also stated that the Chairman and Board of Directors of the airline are trying their best to make this a viable business venture, for which the government need the cooperation of trade unions, pilots, engineers, cabin crews and all others.

“If they don’t cooperate, it’s not the government that will suffer. They will suffer because we will not be able to go on the venture we have proposed”.

“So if there is no taker, then we will have to ground this aircraft at some time or other”, he added.

“Therefore, I always appeal to the trade unions and workers to be cautious and cooperate with us till we embark upon this process”.
