Sri Lanka’s COVID-19 death toll increases to 593

Two COVID-related deaths have been recorded, increasing Sri Lanka’s death toll to 593.

The Department of Government Information said a 70-year-old male from Dehiwala passed away today at the National Institute of Infectious Diseases of a heart attack, blood poisoning, high blood pressure and COVID-pneumonia.

A 79-year-old female from Kondavil meanwhile also passed away today while receiving treatment at the Jaffna Teaching Hospital of a chronic kidney disease, blood poisoning, pneumonia, diabetes and infections in the digestive system due to COVID-19 infection.

Is China using COVID aid to increase influence in Sri Lanka?

Over the past few months, China has been boosting its vaccine diplomacy efforts, pledging and shipping increasing numbers of COVID vaccines to a number of countries worldwide, particularly in Asia.

Sri Lanka recently received 600,000 doses of China’s Sinopharm vaccine that would be used for the vaccination of around 200,000 Chinese workers believed to be currently living in the island nation.

When the pandemic hit Sri Lanka, Beijing also donated thousands of masks, testing kits and health equipment.

Although Sri Lanka’s National Medicine Regulatory Authority (NMRA) has approved the decision to bring in the Chinese vaccine, they have not given the greenlight for its emergency use.

The South Asian nation also received in January a large shipment of the Oxford/AstraZeneca vaccine made in India and plans to acquire shots of Russia’s Sputnik V vaccine.

Sri Lanka has so far inoculated over 900,000 people out of its 21 million people, just about 2% of the population. It has recorded more than 90,000 infections since the start of the pandemic, with nearly 1,000 related deaths.

Vaccine diplomacy to support national interests?

By supplying vaccines to countries like Sri Lanka, China is looking to showcase its global health leadership to lower- and middle-income countries.

“Any humanitarian diplomacy that national governments conduct has some motives that directly or indirectly support national interests,” Miwa Hirono, professor at the Graduate School of International Relations, Ritsumeikan University, told DW.

China’s humanitarian actions in the past have been “multi-faceted and complex,” with decisions often made ad-hoc, she added.

Hirono is collecting data on Beijing’s humanitarian assistance during the pandemic but sees no correlation between vaccine donations and the scale of Chinese investment in a recipient country.

However, the fact that early vaccine aid was given to countries like Cambodia and Pakistan that support Beijing’s Belt and Road Initiative (BRI) merits further research into this, the international relations expert added.

Vaccine donations to countries like Sri Lanka, Nepal and Pakistan, among others, are done “to help our friends,” a Chinese official, who wishes to remain anonymous, told DW. “These countries are friends of China and helped the country at the start of the pandemic,” he added.

China’s ‘softer diplomatic approach’

Despite China’s vaccine diplomacy getting off to a strong start, Beijing appears to be encountering stiff competition and tough questions from abroad.

Security analyst Asanga Abeyagoonasekera told DW that there are “serious concerns that China is raising pressure on Sri Lankan authorities to get approval for the Sinopharm vaccine.”

“Authorities in Colombo are taking their time. They have asked many questions and awaiting response from China,” he pointed out.

The expert stressed that China has switched to a “softer diplomatic approach.”

Still, worries grow that where Beijing’s vaccines go, its influence will follow.

“Recent developments show an increase in Chinese influence over Sri Lanka, be it through vaccine diplomacy or infrastructure diplomacy. One cannot ignore Beijing’s role in the country’s affairs.”

Abeyagoonasekera said that Sri Lanka’s foreign policy appears to be neutral, but it is not. Colombo is “bandwagoning” with Beijing, he stressed. “The decisions taken by the government are tilted more toward China.”

China-Sri Lanka ties are “multilayered,” but Beijing’s growing influence “is a bit worrying,” said Abeyagoonasekera, arguing that it endangers Sri Lankan democracy and could push the country toward a different governing model. “This is a long-term worry I have as an analyst.”

Rohan Samarajiva, founding chair of the policy think tank LINREAsia in Colombo, said that China’s vaccine shipments received greater publicity in the country than India’s. There is an extra dose of gratitude toward the Chinese, he told DW.

China’s support for Sri Lanka at the UN Human Rights Council in Geneva also contributes to closer bilateral ties, the expert added. “All the talk and aid of the US or Europe pales in comparison to what China is doing,” said Samarajiva.

Growing Chinese clout in Sri Lanka

Sri Lankan media, meanwhile, often tend to portray China in a positive light, particularly since receiving COVID-related assistance, Shakthi De Silva, a visiting lecturer at the Department of International Relations, University of Colombo, told DW.

However, there isn’t much coverage on the underlying reasons behind the vaccine deliveries, he added.

China’s vaccine diplomacy is perhaps a component of Beijing’s long-term strategy to maintain good ties with Sri Lanka’s government and people, the expert said.

In the past, Sri Lankans took to the streets in protest when they saw that China was acquiring critical infrastructure in the country like the Hambantota port. Sections of the Sri Lankan population viewed Beijing with mistrust, De Silva pointed out. “Hence, the vaccine and mask diplomacy have helped bolster China’s soft power and rebuild its tarnished image.”

Abeyagoonasekera shared a similar view. “Vaccine diplomacy will definitely add to the infrastructure diplomacy and will further strengthen the bilateral relationship.”

196 new police stations to be set-up : President

President Gotabaya Rajapaksa has said that 196 new police stations will be set-up as part of establishing law and order in the country.

Issuing a statement, the President’s Media Division noted that 10,000 police officers will be recruited to service as well.

During a meeting, the President had said that steps will be taken to allow the families of war heroes to received allowances and salaries throughout their lifetime.

He had added that a national policy has also been formulated to combat the narcotic menace in the country and that it would be published in due course.

State minister Chamal Rajapaksa, Defence Secretary General Kamal Gunaratne, the commanders of the tri-forces, and the police chief were present at the meeting.

India, Sri Lanka agree to work jointly against terrorist entities, fugitives

India and Sri Lanka on Thursday agreed to work jointly against terrorist entities and fugitives, according to the Ministry of Home Affairs statement.

The first delegation-level virtual Police Chiefs’ Dialogue between the Police Chiefs of India and Sri Lanka was held today.

The Indian delegation was led by the Director of Intelligence Bureau Arvind Kumar whereas the Sri Lankan team was represented by CD Wickramaratne, Inspector General of Police.

“Both sides agreed to work jointly against the terrorist entities including the Global Terrorist Groups and fugitives, wherever they are present and active,” the statement read.

While appreciating each other’s ongoing action against the drug traffickers and other organised criminals exploiting the narrow sea route between the two countries, the two sides emphasized the need for sharing real-time intelligence and feedback, the statement added. (ANI)

Navy insists ship from China still operational

The Sri Lanka Navy insisted that a ship gifted by China to Sri Lanka was fully operational, as speculation grew that the frigate was facing a number of technical issues.

China had gifted P-625, a type 053H2G class frigate, to Sri Lanka and the ship was commissioned last year as SLNS Parakramabahu.

There had been strong speculation that the Sri Lanka Navy had been facing several operational issues with the ship in the past few weeks and that it was hardly used. Daily Mirror learns a Chinese team was also in Sri Lanka recently to rectify some of the issues with the ship.

However, when contacted by Daily Mirror, Navy Spokesman Captain Indika De Silva insisted that there were no issues with the ship. He said that the Chinese team that had arrived in Sri Lanka were here as part of an agreement between China and Sri Lanka to carry out maintenance on the ship. Captain Indika De Silva said the Chinese team had attended to some running repairs of the ship apart from carrying out routine maintenance on the vessel. “The ship is operational,” the Navy Spokesman said.

The 112m long and 12.4m wide ship which was built in 1991 and commissioned in 1994, has a maximum speed of 25 knots.

The ship is currently based in the East and operates under the Sri Lanka Navy, Eastern Naval Command in Trincomalee.

Rupee depreciates further against USD

In a media release issued by the Central Bank of Sri Lanka (CBSL) today (08), it was revealed that the Rupee has depreciated further against the US Dollar.

According to the CBSL, the selling rate of the US Dollar was at Rs. 203.50. Meanwhile, the buying rate of the US Dollar was at Rs. 199.21.

The Rupee has been depreciating consistently against the US Dollar since March of 2021.

‘Come outside’ Chamal challenges Fonseka as a ‘Donkey’ in Parliament

Parliament was adjourned for a short period on Thursday (08) morning following a heated exchange between government members and opposition.

Tensions erupted in Parliament during a heated argument between Field Marshal Sarath Fonseka and Minister Chamal Rajapaksa.

“Between 2010 & 2015 I was unjustly treated by the then-government,” said Sarath Fonseka adding following the unwarranted punishment imposed on him he filed appeals to be allowed to return to parliament.

Minister Chamal Rajapaksa who was the speaker at the time said it was he allowed Fonseka to enter Parliament.

An enraged Rajapaksa referred to Fonseka as a ‘Donkey’ and demanded the latter to come outside.

Opposition MPs were seen wearing black bands to protest the speaker’s decision on Ranjan Ramanayake’s parliamentary seat.

The ideologies and forces that brought us here -By Dr.Dayan Jayatilleka

The TV news of 5 April showed veteran Government politician S.B. Dissanayake reassuringly informing the Chief Prelate of the Getambe Raja Maha Viharaya that President GR has been told by China’s President Xi that Sri Lanka can “take as much money as you like and repay it whenever you can”.

The Belt-and-Road Initiative (BRI) is a great thing, and the Port City is part of the BRI, but Sri Lanka must not hang itself with that belt.

Emeritus Prof. Mick Moore, a distinguished economist who is probably the leading overseas authority on the history of Sri Lanka’s development policy (whom I recall warmly from three decades back), gave an admonitory masterclass on the Port City in these pages this week. Quite unlike him, I cannot comment with any degree of knowledge, let alone expertise, on the subject, but I do know what has happened in other countries, when there have been times and geographic spaces where important laws didn’t apply.

The Godfather Part 2 takes us to pre-revolutionary Havana and the tax havens for gambling. One can also imagine what Pablo Escobar, El Chapo and the cartels would have done with an offshore sanctuary. They’d have sold their stuff, come in and out on speedboats, laundered the money, and used part of it as slush funds to influence the Police, the military and politicians, even spending for their favourite enablers at presidential elections.

Having watched Stephen Soderbergh’s fact-based movie on The Panama Papers, The Laundromat with Meryl Streep and Antonio Banderas, one knows what an artificially-constructed version of a Cayman island can serve as.

Beijing-Colombo-Islamabad triangle

Sri Lanka’s external relations crisis cannot be managed, let alone resolved, by “the ideology and force that brought” President GR “here”.

The DeutcheWelle interview that the Ministry of Foreign Affairs Secretary Admiral Jayanth Colombage gave Tim Sebastian was an exhibition match of own goals. You do not use terms like “white countries” unless you wish to sound as if you represent a Mugabe-type administration.

Tim Sebastian’s relentless questioning about the Presidential pardon for the child-killer Sergeant, culminated with the devastating moral blow: “How low can your country sink?”

The direction that the Gotabaya administration is headed is hardly shrouded in secrecy. It is good for a country to have friends in high places, and a positive sign that President Xi has invited President GR to China. It is no bad thing that “Sri Lanka and China have elevated their bilateral relations to the level of strategic partnership cooperation” as reported by the Daily Mirror’s Kelum Bandara. China’s strategic partnerships are a category (with many variants and sub-categories) that usually entails a military component as well.

The problem arises when a leader has “strategic partnership cooperation” with China, having preceded or accompanied it with a speech accusing unnamed other countries of entertaining geopolitical ambitions in the Indian Ocean region which they attempt to fulfil by encouraging “separatism in the guise of the devolution of power”.

There appears to be a Beijing-Islamabad-Colombo triangle in the making in South Asia, to project China’s influence and countervail/contain India.

Cosmopolitan Hara Kiri

The “ideology and force” that got President GR into office cannot be corrected or combated by the “ideology and force” that made the predecessor Government actually author the Geneva 2015 resolution, a major part of its electoral death warrant, thus clearing the ground for the dominance of the GR ideology and force. It is the predecessor ‘ideology and force’ that neutralised MR, and reawakened and catapulted today’s ruling ‘ideology and force’ into the seats of power.

In February 2015 and April 2015, a robust domestic accountability mechanism was designed in two drafts by the Attorney-General’s Department and presented at the inter-agency process coordinated by the Foreign Ministry. Though agreed to by that inter-agency Committee, the MFA coordinator refused to permit the Committee members, including Dr. Rohan Perera, formerly the Senior Legal Advisor of the MFA and LLRC member, to sign-off on it. She abruptly terminated the inter-agency process.

In its place, the UNP Prime Minister (according to the ex-Foreign Minister’s recent revelations) authored a resolution which included foreign judges, counsel, prosecutors et. al., in a throwback to the colonial model so poignantly depicted in Leonard Woolf’s Village in the Jungle (“Baddegama”). It triggered an anti-cosmopolitan majoritarian backlash which helped electorally eliminate those who proposed it, and eroded the democratic civic space that had broadened in 2015.

Though the March 2021 UNHRC Resolution posits judicial processes in other countries, those will take place by definition, over-the-horizon, and the domestic blowback will be qualitatively less than would have taken place had there been foreign judges on Sri Lanka’s soil, deliberating on a war we won, not lost. One’s imagination should extend to an army of much younger Silindus (Silindu, portrayed by Joe Abeywickrama in Lester James Pieris’s movie, was the tragic anti-hero of Woolf’s novel) in uniform, equipped with much deadlier weapons than shotguns.

A Government dominated by a Prime Minister, a party and a civil society intelligentsia widely perceived as being on the wrong side of a defining civil war; the side of appeasement verging on collaboration, co-sponsoring a UNHRC Resolution that would admit foreigners to investigate, prosecute and sit in judgment of those who won the war, and to do so on Sri Lankan soil.

Were those who drafted and advocated this so obtuse as to be unaware that such a Government lacked legitimacy, and would lose whatever legitimacy it had? Winning an election does not confer the type of national legitimacy that can be achieved only by winning a war, and nothing detracts from national legitimacy as bearing the brand of a former collaborator with, or appeaser of, the separatist enemy.

If the post-Gotabaya future follows the trajectory of the Ranil-Mangala UNP in external relations and reverts to anything like the 2015 Geneva resolution, “the ideology and force that brought me here” (President GR) will be led by an armed, uniformed, Sinhala Spartan from the jungle battlefields of the last war, whose surname is unfamiliar and whose family has never been part of ‘society’, still less the Establishment. He would be a Sinhala-Buddhist Prabhakaran.

10 questions for President GR

President GR having given the signal against the devolution of power, the religious Right has rallied to reinforce that position.

“A group of Buddhist monks has appealed to President Gotabaya Rajapaksa and members of Parliament, representing all political parties, to put on hold Provincial Council polls, pending early enactment of the proposed new Constitution. The group has, in a two-page letter dated 29 March 2021, stressed that the Provincial Council polls should be conducted in terms of the new Constitution as much desired changes were likely to be introduced in respect of the electoral system, as well as devolution of powers.” (The Island)

Now that President GR reiterated to President Xi, Sri Lanka’s intention to learn from the ‘governance experience’ of the Communist Party of China, recent remarks by Dr. Palitha Kohona, Sri Lanka’s Ambassador to Beijing, may give an indication of the State model that will emerge from the Gotabaya presidency and Constitution.

Citing Ian Johnson’s book ‘The Soul of China’, Dr. Kohona emphasises that “re-imagining of the political-religious state that once ruled China” is the vision of China of the “nominally atheist” Chinese CP under President Xi, whom Dr. Kohona seems to depict as a born-again Buddhist. (Daily FT)

President Gotabaya has to ask himself at least 10 questions before he goes down the road of “re-imagining the political-religious state that once ruled” Lanka and replicating it, constitutionally or extra-constitutionally.

  1. What do the Tamil parties in his Government think about devolution? Can he convince them that it is a guise for separatism and should be downsized in a new Constitution?
  2. Is there any Tamil party in or out of Government he can convince on this question?
  3. Given that it was the 13th Amendment and the devolution of power that drove a wedge in the separatist movement, what would the effect of deleting or downsizing devolution be?
  4. Does he think that his Tamil partners in Government will be strengthened or weakened by his anti-devolution stand?
  5. Does the President think that he can run the north and east without any Tamil allies?
  6. Given that India switched from a position of supporting the Tamil separatist movement—though it never supported the cause of Tamil separatism—to one of supporting the Sri Lankan State, after, and due to the Indo-Sri Lanka accord and the 13th Amendment, what does the President think would be the stand of India, if the 13th Amendment is abandoned?
  7. Can Sri Lanka withstand the consequences of an Indian response to a unilateral Sri Lankan reversal of provincial-level devolution?
  8. Does the President intend to consult Sri Lanka’s international friends on the matter of devolution? Or does he think it is a purely domestic matter?
  9. If he doesn’t consult Sri Lanka’s friends, can he expect them to stand by Sri Lanka if and when it faces the repercussions of unilateralism on the devolution issue?
  10. Will the President care to ascertain which of the 11 states that defended GoSL and voted against the resolution at the UNHRC, and which of the 21 that spoke against the High Commissioner’s report—including Russia, China, Cuba and Pakistan—would advise in favour of or support a move against the devolution of power and the 13th Amendment?

Post-Geneva Tamil politics

The silence and sluggishness in post-Geneva Tamil politics are sourced in a duality in the collective psyche, between the reasonable “thirst” (to borrow from the Tiger slogan) for accountability and justice for individual crimes committed, and the hysterical “thirsting” for Sri Lanka and its military to be framed for ‘genocide’.

The international community didn’t buy into the latter, because every state knows what the radical nationalist faction of Tamil politics on the island and in the diaspora does not wish to admit. The radical nationalists howl “genocide” for two reasons.

Firstly, as a means of delegitimising the Sri Lankan State as a whole so as to facilitate secessionist exit someday, and secondly, to stave off the stain of military defeat by pretending that their ‘invincible’ champions Prabhakaran and his Tigers were defeated only because the Sri Lankans committed genocide, or at the least, ethnic cleansing.

That doesn’t fly because every military in the world knows that in the last war the Tigers were out-thought and out-fought; beaten even in their own jungles by the Sri Lankan armed forces. This does not mean there weren’t horrific excesses, during and probably after the war, but these were exceptions and by no means the reason the Sri Lankan armed forces won. Those evils will be investigated, and its perpetrators, including those who gave the command or covered up, held accountable by the process that has been set in motion by the March 2021 UNHRC resolution.

After the southern civil war over devolution was won by the State and its democratic left allies, and lost by the anti-devolution xenophobes as the decade of the 1980s ended, the main obstacle to the implementation of the 13th Amendment came from the northern ultranationalists and the southern neoliberals.

The best of the southern and northern leftists – Vijaya Kumaratunga, K. Pathmanabha—were among hundreds of progressives who died in the Southern (Sinhala-on-Sinhala) and Northern (Tamil-on-Tamil) civil wars to protect the Indo-Lanka Accord and devolution, 200 Indian peacekeeping troops, and yet, the Sinhala neoliberals and Tamil nationalists did not respect their martyrdom by consolidating the 13th Amendment. They tried vainly to vault over it and embark on a new experiment.

Every one of those experiments—Chandrika’s and Ranil’s attempts at new, non-unitary Constitutions, ended in political disaster and the dramatic strengthening of the Sinhala nationalist right, which could have been avoided if the 13th Amendment had merely been implemented and if necessary, built upon. That was all India and the international community ever asked for.

  • The LTTE waged secessionist war against, among other things, the PC system.
  • The Chandrika administration strove to introduce a new constitutional ‘package’ rather than consolidate the 13th Amendment, thereby wasting time and political capital and causing a revival of a Sinhala New Right.
  • Mangala Samaraweera’s anti-war Sudu Nelum movement reduced recruitment to the armed forces (according to Deputy Defence Minister Anuruddha Ratwatte), thereby objectively assisting the LTTE and preventing a military victory by the state, which would have permitted CBK to implement devolution in an even more progressive form.
  • Chief Minister Wigneswaran prevented the Northern PC from being consolidated.
  • Ranil’s UNP and the TNA attempted a new, non-unitary Constitution which wiped out the UNP, crippled the SLFP and JVP and weakened the TNA.

The Tamil nationalist mainstream was always contemptuous of the 13th Amendment, never really laid claim to it and therefore never protected it, let alone consolidated the semi-autonomous Provincial Councils.

Even after the war and the crushing defeat of Tamil secessionism, Tamil nationalism never accepted the 13th Amendment as either the framework or the baseline of negotiations with the Sri Lankan Government led by Mahinda Rajapaksa, which had the legitimacy to push devolution through.

Tamil nationalism strove to secure a Constitution which would go beyond not merely the 13th Amendment but also the unitary framework itself.

In 2015-2019 the TNA joined the UNP and the JVP in creating a gridlock which has delayed the holding of Provincial Council elections. Today there is no process of political dialogue between the Government and the Tamil parties. Nor are there functioning Provincial Councils in the north and east. Therefore, there is no counterbalance to the unilateral creation of facts on the ground in those Provinces, through the various Presidential Task Forces.

There is also no political party with which the TNA can partner in the south, in Government or Opposition that is willing to go beyond the 13th Amendment, still less the unitary framework. Even the left-wing JVP and FSP are unwilling to commit to the 13th Amendment and the provincial-level devolution of power. That’s the hole that Tamil nationalism has dug for itself by refusing to apply the successful political strategy of the Sinn Fein of Northern Ireland in working the devolved structures that arose with the Good Friday agreement.

There’s good news, though.

  1. Never has there been a broader international consensus which recognises the principle of the devolution of power and the full implementation of the 13th Amendment, as there is now, especially with the UNHRC resolution of March 2021.
  2. The viable mainstream Opposition led by Sajith Premadasa, is openly committed to the maximum devolution of power within the unitary framework, and the implementation of the 13th Amendment without any downsizing/dilution.
  3. There is a tendency within the Government that is for the status quo on the provincial devolution of power.

Devolution, a deepening of democracy, is now defensible, both locally and globally.

Sri Lanka eases quarantine rules for vaccinated tourists

Sri Lanka is relaxing quarantine rules for inoculated tourists arriving into the country, in a move which tourism operators hope will provide a much-needed boost to the industry.

Since the reopening of the international airport on January 21, 2021 after a 10-month pandemic closure, some 9,630 tourists have visited Sri Lanka in that period ending March. Industry officials estimate there should be at least 160,000 visitors a month for hotels to break even.

According to Sri Lanka Tourism chairperson Kirmali Fernando, tourists who have received both doses of the vaccine two weeks before arriving in the country, will be required to take a PCR test on arrival, and another on the seventh day. Following after, they will be allowed to travel freely across the country. Officials say discussions are underway to allow vaccinated tourists to undergo just one PCR test during their stay.

For non-vaccinated tourists, a PCR test is required on arrival, and another on the seventh day of their stay. Guests must also be confined to one hotel for the first 14 days of their stay, if they are not departing before that.

Health officials say the daily number of Covid-19 cases are decreasing in Sri Lanka. As of Tuesday (April 6), 93,595 cases have been reported, with 581 deaths.

On Monday, all schools across the country reopened; while shops, offices, restaurants and hotels resumed operations, with capacity limits for public functions in hotels.

“With Covid-19 cases coming down, hopefully, quarantine regulations will be further relaxed. There is an expectation that lockdowns in Europe will also be lifted and we are hopeful of more arrivals after July,” said Hiran Cooray, chairman of the Jetwing Symphony group of hotels.

In the absence of foreign tourists, hotels have been dependent on local travellers who have been filling rooms during weekends, lured largely by the attractive discounts of between 60-70 per cent.

Cooray said that locals frequenting hotels during weekends have helped keep hotels afloat in terms of paying staff salaries and other amenities. Hotels are also gearing up for a staycation boom this upcoming weekend due to the Sinhala and Tamil New Year holidays.

Tourist Hotels Association president Sanath Ukwatte is also hopeful that European tourists will return in substantial numbers by July. “One of our concerns is that Indians (Sri Lanka’s largest source market) are still not travelling to Sri Lanka (while they are going to the Maldives),” he said.

Visitors from Kazakhstan, Ukraine, Germany, the UK and China formed the bulk of foreign arrivals in Sri Lanka up to March 2021.

The meeting, which is considered to be of great political importance, was attended by the leader of TELO, Selvam Adikalanathan MP, Secretary General Govinthan Karunakaran (Jana) MP and media spokesman Surendran. The two-hour talk focused on UN issues, political settlements, provincial elections, land grabbing, youth and women’s participation, and development.
